D -- LANGUAGE ARTS/READING COURSEWARE/SOFTWARE FOR GRADES K-6 SOL MDA410-98-R-0009 DUE 082498 POC Mr. DeLuca, 703/696-3843 ext. 1403 The Department of Defense Educational Activity (DoDEA) is seeking K through 6th grade (K-6) computer-based courseware for its Presidential Technology Initiative (PTI). DoDEA supervises the operation of 197 schools serving about 130,000 students worldwide who are the dependents of military Service members or of other Department of Defense employees. The schools are located in 14 foreign countries, Guam, Puerto Rico, well as in the continental United States. The PTI is intended to establish DoDEA schools as exemplars in the integration and use of computer-based courseware, as well as a source of lessons learned and data on the costs and effectiveness of computer-based courseware. The Department of Defense has funded the PTI as a multi-year project to support the President's Educational Technology Initiative, which was established to identify and implement technology enhanced learning strategies that increase students' preparation for the Twenty-first Century workplace. The objective is to obtain commercial off-the-shelf education courseware. Bidders are expected to customize commercial off-the-shelf education courseware by leveraging from existing programs and products to build compelling, effective and marketable educational software/courseware in Language Arts/Reading K-6 grades. The newly customized courseware is expected to: improve student performance; align student achievement with national goals and DoDEA benchmarks; through their use develop and improve the technology skills of students and teachers; make a significant impact on the current national educational infrastructure through example, demonstration, and assessment of costs and effectiveness; DoDEA is requesting proposals from suppliers to provide computer-based courseware packages that are effectively ready for implementation and assessment. It is anticipated that multiple courseware packages will be awarded, implemented, and evaluated in 10 DoDEA schools starting in school year 1998-1999. Proposals are expected to cover the effort required to implement and evaluate the proposed courseware in the test bed schools over a 2-year period.
