Personnel Management requests the services necessary to furnish and
install an interactive computerized building directory system. This
directory system must adhere to the following specifications. 1.0
SYSTEM PURPOSE AND DESIGN 1.1 (1) one interactive display directory
will be used to provide information regarding Office of Personnel
Management (OPM) offices, personnel, and other information about the
building. Graphics must be included in the information presented to the
public. At a minimum, one customized initial screen with OPM logo will
be included. A customized 3-D animated attract loop must also be
included. 1.2 The contractor must bid and supply a turn-key system
including: equipment, software, software editing programs, electrical
and cabling, enclosure design specifications, installation, training,
and after installation support & maintenance. 1.3 Updating of the
information will occur from a customer provided remote data entry
console. Alternatively, the contractor is responsible for providing a
price for the update console. The update console must be equipped with
Windows 95. 1.4 If additional directories are included, each directory
will operate independently of any other directory such that when a
malfunction occurs to one it will have no affect on any other
directory. The system will not depend on any single critical subsystem
where a failure of which can prevent directories from delivering
information to visitors. 1.5 Operation of the directories must be "user
friendly" allowing people of all ages and backgrounds to access
information. Specifically: A. Information must be organized into
successive levels of data, each level linking to the next level of data
so that as the visitor progresses to the final information being sought
he/she is always aware form where they came and where they are going.
It shall take no more then three (3) screens to retrieve the final
information desired. B. The data at each level in the information
hierarchy shall be homogenous.C. Instructions and prompts at each step
in the visitor's inquiry shall be understandable by people of all ages
and educational backgrounds. D. Information must be delivered to the
visitor in 0.1 seconds or less after the visitor touches the screen of
presses a key on the modified keyboard. E. Data at each level of the
information hierarchy must be delivered one "page" or screen at a time
and there shall be no scrolling. 1.6 The system must have the
capability of adding directories and/or more information programs at
any time in the future must be provided without altering the initial
system. 2.0 SYSTEM CONFIGURATION: EQUIPMENT 2.1 Each directory will
include a high resolution minimum 17" diagonal color graphic monitor
with VGA display capabilities (1024 X 768 pixels minimum) allowing
colors to be displayed in up to 16 million colors. 2.2 Each directory
will include a controller, minimum Pentium 166 with 64M bytes of
memory, a 1G byte hard drive, VGA card with 2M bytes of memory and a
1.44 floppy 3- " drive. 2.3 Each directory must be capable of storing
a minimum of 5,000 items of information plus graphics and maps. 2.4
Each directory must be equipped with a Surface Acoustical Wave touch
screen for the public to use in accessing information. This technology
is not to impinge on the color, brightness and clarity of the text and
graphics. 2.5 The directory system must be capable of being updated
from a central data entry console through a direct connection by either
cable, modem or LAN. Updating by manually inserting diskettes into
directories is not acceptable. 2.6 Automatic back-up capabilities for
making copies of the information as well as the editing programs for
updating the information must be included. 2.7 The option for a braille
overlay keyboard the when used with a voice card will allow persons who
are blind or visually impaired to access the information. 3.0 SOFTWARE:
DISPLAY CAPABILITIES 3.1 The software must be Windows 95 based using
commercially available software programming and include, at a minimum,
the following display programs: OPM Key Personnel, OPM Offices and OPM
Personnel. Options for other programs such as Meetings, Events, Area
Maps, Transportation, Department History, Job Opportunities,
Organizational Charts, Building Services and other Custom Graphics must
be included. 3.2 One customized initial screen must be provided. The
screen must be displayed for several seconds and then rotate to display
the animation in order to minimize burn-in. 3.3 One customized attract
loop must be included. The attract loop will be 3-D and include the
OPM logo. 3.4 Provisions for additional display programs must be
included which will not require alterations to the existing equipment
of display programs. 3.5 Information must be displayed to the user
within 1 second of the request being made. 3.6 All graphics including
those developed for the initial screen as well as floor layouts, if
included, must be submitted for approval prior to installation. 4.0
SOFTWARE: EDITING CAPABILITIES 4.1 System must include easy-to-use,
"click and go" editing programs which will allow OPM, who may have not
had previous experience with computers, to update the information.
Editing programs must be Windows 95 based written in a commercially
available programming language. Editing programs will be stored in the
data entry console. 4.2 Provisions must be provided for an
electronically downloading data sheet of personnel listings from other
data bases where the information exists. 4.3 The data entry console
will be connected to the directory via the customer's LAN. 4.4 Editing
and operation of the system must be such that the property management
staff, who may have no knowledge of computers/programming, can add new
data and change existing data in less than 3 minutes per data item.
This must occur even if such staff were never trained in the operation
of the system or had an operating manual available to them. 4.5 The
directory shall continue to provide information to visitors while staff
is entering/changing data at the data entry console. 4.6 Provisions
must be made within the editing programs to confirm receipt of updated
information by the directory and verify that the information was
transmitted error-free. 4.7 The contractor must be able to add/modify
programs to meet the specific desires of the OPM terms of the types of
information to be displayed, fields, and include video if required.
5.0 ENCLOSURE 5.1 The contractor must provide the details, size, color
and shape etc., for an enclosure to house the directory. OPM will then
decide if the contractor will be responsible for the enclosure or
furnished by others. 5.2 The contractor will supply all electrical and
cabling as specified for the installation of the systems. 6.0
INSTALLATION 6.1 The submittal must be provided for all equipment that
will be used including the display device, controller, and the
inclosure, itself. 6.2 Installation specifications must be included
which describe the electric requirements, cabling, ventilation, and
other services that will be necessary to install the system. These
services will be provided by the contractor. 6.3 The contractor must
provide specifications for all hardware ( nuts and bolts, etc.) that
will be used the installation of the system and for mounting enclosure
to the floor. The contractor will be responsible for installing the
enclosure at the time of installation. 6.4 Installation of the
enclosure, equipment and software must be provided on-site at a
mutually agreed upon date. 6.5 Installation will include bolting the
enclosure to the floor, connecting the cable to the controller,
installing the software and thoroughly testing the overall operation of
the system and its programs. 6.6 Training of a minimum of 15 people
must be provided at the time of installation. An easy-to-use User's
Manual must be provided as part of the training. 6.7 A minimum 1 year
on-site warranty must be provided. Alternate maintenance plans for
after the warrant must be presented. 7.0 EXPERIENCE 7.1 The contractor
must have at least 10 years experience with references in developing
and installing computer-based interactive information systems used in
public places and have demonstrated experience in producing high
quality computer graphic images that the general public can understand
and act upon. 7.2 The contractor must have all resources in-house for
completing the project including programmers, graphic designers,
technical integration specialist and project managers. 7.3 The
contractor must be able to demonstrate projects where the software has
been able to be easily changed / modified to meet the specific needs
of the customer. 8.0 MAINTENANCE 8.1 The contractor must be able to
provide on-site maintenance of equipment and software with a maximum
response time of 4 hours. 8.2 The system must have the capability for
all software updates and corrections to data, graphics and programs to
be made on-line via telephone modem by contractor's system analysts in
order to quickly diagnose problems and make speedy corrections and
improvements. 9.0 RESPONSES, PRICING AND ACCEPTANCE 9.1 Offerors must
provide, as part of their proposal, a description of the company's
experience and past experience in doing work of this nature. The
proposal must include the number of years of experience and a list of
current contracts or efforts of this nature completed over the past 5
years. References must be furnished together with names and phone
numbers of points of contact that can comment on the nature and quality
of the work performed. The proposal must also include information
demonstrating that you understand the nature and complexity of the work
required, that you have personnel experienced in doing this kind of
work, and that you have a technical approach that demonstrates your
ability to complete this project as specified. 9.2 Offerors price
proposal must provide OPM with the price of one (1) main turn-key
system and options for up to 7 additional systems. OPM will determine
how many systems will be installed after the contract proposals have
been reviewed and the proposed prices are compared to the funds
available. 9.3 The contractor will submit the pricing for all cabling
and electrical work as a separate cost from the directory system. 9.4
The contract will be awarded based primarily upon the valuation of the
offeror's ability to meet the technical criteria in the statement of
work and their related experience. Secondarily, the award will be based
on the total proposed price to perform the work within the
specifications. The Government reserves the right to award this
contract to other than the low offeror. 9.5 Refer any questions,
