Southwestern Power Administration is requesting information from
commercial sources regarding maintenance of commercially available
hardware/software by Advanced Control Systems, Inc. (ACS). The
hardware/software to be maintained is for the Supervisory Control and
Data Acquisition/Energy Management System (SCADA/EMS) and is located at
Southwestern's Operations and Maintenance Center, Springfield,
Missouri. The contractor will be required to provide upgrades, repair
and modification services to both hardware and software due to failed
components/systems or errors in the original software programming and
improvements to the software. The SCADA/EMS is used to control and
monitor the electric transmission system operated by Southwestern
throughout much of Missouri, Arkansas, and Oklahoma. The SCADA/EMS
supplied by ACS is a tightly integrated package of ACS and Hewlett
Packard (HP) hardware and software. The system contains hardware and
software components manufactured by ACS. ACS developed and furnished
the complete integrated system to Southwestern. Sources offering
hardware/software maintenance services must have a license agreement
with ACS and HP. ACS has propritary rights. Responses from firms who
believe they can provide the required maintenance services should
include full technical documentation and descriptive literature on the
vendor in such detail to enable the Government to confirm the
submitter's capabilities for the maintenance services. Publicly
available commercial pricing information is also requested in as much
detail as possible. Any pricing information submitted that is not
publicly available will not be utilized. Neither a draft statement of
work nor specifications are available. No formal solicitation or
contract will result from this synopsis for industry information.
Southwestern will not pay for information provided in response to this
synopsis. Based on information available at this time, the Government
considers the required maintenance services to be a sole source and
plans to enter into noncompetitive discussions with Advanced Controls
Systems of Norcross, GA. The Contracting Officer plans to acquire the
maintenance services pursuant to FAR 13.5-Test Program for Certain
Commercial Items. Technical and commercial pricing information
responding to this synopsis must be received within forty-five days
after date of publication of this synopsis. See Numbered Note 22.
