combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; a written solicitation will not be
issued. The Naval Undersea Warfare Center, Division Newport, Rhode
Island requires spares for the Multi-Sensor Torpedo Recognition and
Alertment Processor (MSTRAP) for OPEVAL. These spares must be exact
duplicates of those in the MSTRAP because compatibility is essential in
order to preserve the integrity of the system. NUWCDIVNPT intends to
purchase 12 each Radstone Model # FDDI1-212S, P/N 26100-212 and
Radstone P/N POPFDDI-14C. Any company other than the original
manufacturer shall submit evidence that it is authorized by the
manufacturer to distribute these products and that the products are
covered by the same warranty as the original manufacturer provides.
Delivery shall be F.O.B. Destination to NUWCDIVNPT, Newport, Rhode
Island by 17 August 1998. This solicitation and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-04. The provision at 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition with the following addenda: (a)
The Standard Industrial Code (SIC) is 3577; the size standard is 1000
employees. (b) We will close the solicitation on 6 July 1998 at 2:00
p.m. local time, and intend to award on 8 July 1998. Inquires may be

Offers will be evaluated per FAR Provision 52.212-2, Evaluation --
Commercial Items. Offers from other than the original equipment
manufacturer (OEM) shall provide data to support the fact that the
items are equal to those offered by the OEM, warranted by the OEMor
equal to that warrant, and that it is an authorized dealer. Offerors
shall include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with its offer.
The clause at 52.212-4, Contract Terms and Conditions -- Commercial
Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, applies as well as the following additional clauses:

of the Vietnam Era (38 U.S.C. 4212). Clause 252.212-7001 of the Defense
FAR Supplement (DFARS), Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial items (JAN 1997, applies including DFARS
Clause 252.225-7001, Buy American Act and Balance of Payment Program
(41 U.S.C. 10, E.O. 10582). The Defense Priorities and Allocations
System (DPAS) rating is DO-C9. Commerce Business Daily Note 22 applies.
