Thompson, PH: (515)-252-4498. Best Value Construction Task Order Contract (TOC). The Iowa National Guard is soliciting proposals for a mustiple discipline, multiple-year maintenance, repair, and minor construction service contract. Multiple awards will be made for the Iowa Air National Guard bases located in Des Moines, Fort Dodge, and Sioux City. In addition, the contract will be used for maintenance, repair, and minor construction of real property located at Camp Dodge in Johnston, Iowa when contracted by the USPFO-Iowa. Delivery orders will be issued to TOC contractors based on the lowest competitive price, or a combination of price and other related factors (best value judgements) in accordance with FAR 16.505. Task Orders may be issued for a period of three (3) calendar years from date of contract award, with option to extend contracts for two (2) additional years. Task orders shall not exceed a cumulative amount of $10 million to any one contractor; and an individual delivery order shall not exceed $1 million. Source selection procedures in accordance with DFAR Part 215.605 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff, Quality Control Plan, Financial Capability and Technical Support Staff; (2) Subcontracting Support Capability with an emphasis on Subcontract Management, Identification of Key Subcontractors, Purchasing System/Level of Subcontracting (3) Company Experience/Past Performance; (4) Price.
