approximately 5,140 square meter Squadron Operations Facility.
Included within the facility are offices, administrative areas, secure
briefing room, other secure rooms, ready room, class rooms, conference
rooms, tool rooms, maintenance areas, latrines, and mechanical areas.
The building will include a concrete foundation, CMU wall with exterior
insulation and finish, and standing seam metal roof. Also included are
demolition of existing paving, fencing, and utilities, as well as new
asphalt and concrete parking areas, new service drives, access roads,
site grading, and utilities. The new facility is adjacent to an
existing aircraft parking apron and will require acoustic measures.
Landscaping is included. Estimated cost range: $5,000,000 --
$10,000,000. Solicitation will issue on or about 14 July 1998 with bid
opening on or about 18 August 1998. All responsible sources may submit
a bid which shall be considered by the agency. Commencement of work
shall begin upon areceipt of Notice to Proceed and be completed within
500 calendar days. SIC code for this project will be 1542. Small
Business Size Standard is $17 million. Bids from large business firms
must comply with FAR clause 52.219-9 regarding the requirement for
submission of a subcontracting plan. The Fort Worth District
subcontracting goals are for specified percentages of the contractor's
total planned subcontract amount to be placed with the following:
61.2% with small business; 9.1% with small disadvantaged business, 4.5%
with women-owned small business, and 5.5% with Historically Black
Colleges and Universities and Minority Institutions (HBCU/MIs). The
plans and specifications have been placed on Compact Disk (CD-ROM) and
will be provided free of charge. Plans and specifications will not be
provided in paper hard copy format. Notification of amendments shall
be made through either 3.5" diskette, CD-ROM, and/or the Internet. The
Government intends to issue this solicitation through the use of
CD-ROM and the Internet. However, the Government reserves the right to
use only the Internet as notification of any changes to this
solicitation. It is the contractor's responsibility to check the
following address daily for any posted changes to this solicitation.

amendments on the Internet after solicitation issuance at the following
Internet address: http://ebs.swf.usace.army/mil. Bidders should
register themselves on the Internet to receive a copy of this
solicitation (CD-ROM). Bidders are responsible for the accuracy of the
information on the Bidder's Mailing List (BML). NO EXPRESS PROCEDURES
WILL BE UTILIZED ON INITIAL MAILINGS OF PLANS AND SPECIFICATIONS. This
