constitutes a Request for Information (RFI) synopsis and market
research. Information obtained as a result of this synopsis is for
planning purposes only. It does not constitute an invitation for sealed
bidding (IFB) or a request for proposals (RFP). The Government intends
to evaluate commercial off-the-shelf (COTS) software for replacement
of existing legacy software in Air Force Food Service operations. The
desired software should have customizable components to maintain and
manage cyclic menus and recipes, prime vendor orders, inventory and
accounting for individual cafateria-style activities as well as the
ability to perform corporate reporting. The system shall run in a
Windows NT environment to best utilize existing hardware. The software
must operate on a local area network (LAN), provide users real-time
access to shared data files and interface to the following existing
business systems: PC III, an Air Force Personnel Data Base; DoD
Subsistence Prime Vendor Interpreter (SPVI);which converts subsistence
vendor's item numbers to national stock numbers (NSNs) or the required
system will conduct the conversion internally; Defense Finance
Accounting System (DFAS), a bill paying system for subsistence; Air
Force Electronics Publication Library (AFEPL); Base LAN; Aloha Point of
Sale (POS) from Ibertech Inc.; and Elecronic Commerce/Electronic Data
Interchange (EC/EDI) systems. Software will be evaluated based on its
ability to integrate with existing business processes/components and by
how extensively and easily it can be customized to meet changing needs.
The existing, internally-developed Air Force food service recipe system
will be made available to any vendor for review on diskette. There are
additional requirements to provide installation and training for the
new system; initial training to all corporate accountants; sustainment
and follow-on technical support 24 hours per day, 7 days per week,
world-wide. The Air Force is utilizing the RFI process to gather
information to help better plan its Information Technology strategy as
it relates to its goal to implement an up-to-date replacement of
existing legacy software, Service Information Management System (SIMS).
The Air Force is seeking information that will lead to a cost
effective, and expeditious implementation that will maximize the use of
COTS software packages. It is requested that vendors include pricing
that will be used for budget planning purposes only and product
literature to enable an evaluation of the availability of existing COTS
software packages that will meet the needs of the Government. A draft
Statement of Need (SON) has been posted to Headquarters Air Education
and Training Commands business opportunities homepage at
http://www-contracting.aetc.af.mil/cgi-bin/services?list. This RFI will
close to response 30 days after publication. Information gathered may
or may not be used for a subsequent solicitation. This document is for
information and planning purposes and to allow industry the
opportunity to verify the reasonableness and feasibility of the
requirement. This synopsis is not to be construed as a commitment by
the Government, nor will the Government pay for the information
requested. Respondents will not be notified of the results of the
review; however, if there is a resultant solicitation, those vendors
submitting a viable solution will be included on the bidders mailing
