and Atmospheric Administration (NOAA)/Norman agencies located in
Norman, Oklahoma consist of the OAR/ERL National Severe Storms Lab
(NSSL), the NWS Central Oklahoma Forecast Office (NWS-FO), the NWS
Operational Support Facility (NWS-OSF), and the NWS Storm Prediction
Center (SPC). Together these agencies form a NOAA/Norman Network
Advisory Group (NNNAG) which works closely with the University of
Oklahoma sharing meteorological technologies and educational
advancements. NNNAG has the requirement to provide a high speed
communications path between the North and South OSF facility. The
existing communications between the facilities is two T1 circuits which
are not capable of transmitting the large weather and satellite
products received at NSSL to the South OSF facility. The University of
Oklahoma has a high bandwidth networking infrastructure already in
place for most of the distance between the North and South OSF
facilities and will work with NOAA to jointly fund the extension of the
network to the NOAA sites. Improving the bandwidth connecting the North
and South OSF facilities is an element in the NOAA/Norman networking
infrastructure plan. This project will provide a OC3 (155 mbps)
connection to the OSF South facility and North Campus with the
University of Oklahoma. Work to be performed is as follows: 1)
Trenching and boring for connection to OSF South in the Parkway South
building. 2) Core and building penetration at Parkway South. 3)
Trenching and boring shared with other South Campus University of Okla.
projects. 4) Fiber for South Campus (OU). 5) ATM equipment for South
Campus (OU) . 6) ATM equipment for North Campus (NOAA/Norman Agencies
& OU). 7) Fiber circuit from Main Campus to South Campus(OU). 8) Reuse
existing fiber circuit from North Campus to Main Campus (NOAA/Norman
Agencies & OU). It is the intent of the Government to negotiate a sole
source contract under the authority of 41 U.S.C. 253(c)(1) with The
University of Oklahoma, 905 Asp, Room 128 Norman, OK 73019as this
source is considered to be the only responsible source and no other
source can satisfy agency requirements. This announcement is being
issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE
