synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice and
FAR 13.5. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The solicitation number is F08651-98-Q-1357 and is being issued
as a Request for Quotation (RFQ). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-4. This requirement is a 100% small business
set aside. The standard industrial classification (SIC) code 7338; size

this acquisition. Offerors shall include with their offer a completed

Terms and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items. In subparagraph
(b) the following clause applies: 252.205-7000. Offers shall be
delivered no later than 3:00 PM CST, 15 Jul 98 to AFDTC/PKOV, 205 W D
Ave, STE 541, Building 350, Eglin AFB, FL 32542-6862. The 96 Medical
Transcription Department (SGOXC), of the Support Squadron (MDSS), of
the 96 Medical Group, Eglin AFB FL, has a need for a Medical
Transcription contract to provide medical transcription services
throughout the inpatient and outpatient clinics of the hospital. The
requirement is for an estimated 1,050,000 standard lines of medical
transcription annually. The government will provide adequate workspace
to include desks, telephone access, utilities, and administrative
supplies, computers, printers, dictation equipment, and Medical
Transcription software required to perform this task. Contractor must
provide adequate personnel trained in medical transcription, to provide
the necessary work effort, and provide internal quality control to meet
or exceed all industry standards. At least one American Association for
Medical Transcriptionists (AAMT) Certified Medical Transcriptionist
must be on site at all times. during normal duty hours from 7:00 am to
4:00 pm, Monday -- Friday. Offerors must be able to meet all military
medical record requirements. This includes meeting a 4 duty hour
turn-around time for History & Physical Reports, and a 16 duty hour
turn-around time for other reports. They must be willing to work with
future hardware, software and dictation equipment up-grades. Offerors
will be required to enter all work into a tracking system and print
management information upon request. All offerors shall comply with
Joint Commission on Accreditation of Hospital Organizations (JCAHO),
