Aircraft Division, Code 4.5.8.4.2, St. Inigoes, MD has identified a
requirement for technical and engineering services to support the rapid
design, development, customization, manufacturing, fabrication,
integration, test and evaluation, installation, certification,
maintenance and upgrade, logistic, and life cycle support of new and/or
existing Communications-Electronics (C-E) Platforms, Systems, and
Subsystems. These C-E Platforms will include shipboard, shorebased
(fixed, transportable, and ground mobile), airborne, and handheld
platforms. Required effort will range from providing turnkey systems
fully integrated with all equipment, to development of specific empty
platforms or containers to be integrated by the Government. The
contract type is anticipated to be Cost-Plus-Fixed-Fee Term, with an
estimated total level of effort of 1,230,157 man-hours over a period of
five years. The period of performance consists of a base period
beginning 9 March 1999 and ending 30 September 1999, with five option
periods which if exercised by the Government will extend the period of
performance of the contract through 08 March 2004. This action is a
follow-on to contract N00140-94-C-CC62, and the incumbent contractor is
Tracor Applied Sciences, Inc. This procurement action will be processed
under full and open competition. Basis for award of the resultant
contract will be the best value to the Government as established by the
tradeoff process evaluation approach, cost and non-cost factors
considered. All potential offerors must either have or be able to
obtain a TOP SECRET facility clearance. It is the Government's
intention to release the final solicitation, including any subsequent
amendments via the Internet. The anticipated release date of the final
solicitation is no later than 3 August 1998. The solicitation will
reside on the NAVAIR Home Page located on the World Wide Web (WWW). The
WWW server may be accessed using client browsers such as NETCSCAPE, and
INTERNET EXPLORER. The WWW address, or URL for the NAVAIR Home Page is
as follows: http://www.navair.navy.mil . To access the solicitation,
select "Business Opportunities" under General Information, and then
"NAVAIR Washington, D.C. contracts". In addition to making the
solicitation available for downloading via the Internet site, this
office will also E-mail a notification of release of the solicitation
and any subsequent amendments to all prospective offerors that submit
a request to register for this information via E-mail. E-mail requests

the interest of acquisition streamlining, prospective offerors are

the resultant solicitation will be provided only on an exception basis

to a description of this requirement, prospective offerors will also
find a "Draft Solicitation" consisting of Sections A through G of the
uniform contract format, as well as some of the exhibits/attachments to
be incorporated in Section J. This presolicitation technique is being
employed to obtain industry feedback regarding this particular
acquisition. A cut-off date has been established for the receipt of
industry comments so that the Government will have time to evaluate,
provide responses, and perhaps incorporate recommendations into the
final version of the solicitation prior to its release. The draft
