The United States Environmental Protection Agency (EPA), Office of
Compliance (OC) within the Office of Enforcement and Compliance
Assurance, is soliciting contractor technical support for EPA's
compliance monitoring and enforcement efforts. EPA intends to award
multiple fixed-rate, indefinite delivery/indefinite quantity contracts
in support of this requirement. Contractors awarded a contract under
this procurement will be required to provide technical support in
several areas. Contractors will be required to develop selected
training courses or modify existing courses in support of OC's various
programs. They will also be required to conduct and evaluate such
courses. Contractors will be required to perform information management
tasks such as data entry/analysis, requirements analysis/feasibility
studies, software development/programming support, and other associated
tasks. Contractors will be required to perform assorted analytical,
review, or investigative tasks to ensure compliance with enforcement
actions, enforcement agreements, enforcement orders, and permit and
reporting requirements. Contractors will be required to provide
multi-disciplinary and multi-media support in the performance of
environmental management systems audits, multi-media compliance
inspections and/or audits, and Good Laboratory Practice inspections
and/or audits. Contractors will be required to provide other general
support by performing sampling and sample analysis, providing
sector-based support, and providing support in the area of pollution
prevention. Finally, contractors will be required to provide support to
EPA's outreach activities. This procurement will be conducted as a full
and open competition. Each contract is anticipated to have a total
period of performance of 60 months, consisting of a base period of 12
months and four options of 12 months each. It is anticipated that as
many as 1,387,500 direct labor hours could be required for this effort.
The solicitation should be available to prospective offerors on or

procurement as it becomes available. Interested parties must forward
requests to be placed on the bidders' list electronically to the e-mail
address listed below. A copy of the bidders' list will be issued to all
prospective offerors as an attachment to the solicitation. If Internet
capability is unavailable, interested parties must submit written
verification stating this fact to R. Steven Frate so that hard copiesof
the solicitation may be provided. Only one copy of the solicitation
will be issued to any corporate entity, regardless of the number of
