issued to answer the additional technical questions submitted by
potential offerors as follows: Question: Regarding Literature Searches
and Reprints: Will DPMIAC Furnish hard copies of the publication
reprints identified in their LRS database search? Will DPMIAC provide
preprint copies related to contractor searches of other databases? Will
the contractor be allowed to use very long references on site at
DPMIAC? Answer: Yes to the first question. It is in DPMIAC's best
interest to do what we can, within reason, to help the contractor
obtain copies of "necessary" reprints. If we deem the reprint requests
excessive, we will discuss this with the contractor and recommend
other sources of reprints be used. The contractor also is welcome to
conduct searches of the DPMIAC database on site during regular business
hours (usually between 6 AM and 6PM, Monday through Friday) and to
copy/print the reprint images using DPMIAC equipment. Second response:
If the contractor identifies relevant articles from other databases
that are not included in the DPMIAC database, we will order those
articles/reprints for accession into our own database and will either
provide copies to the contractor, or allow him to make copies of those
articles at DPMIAC. Paragraph C3 of the Statement of Work specifies
that "the contractor shall be able to perform electronic literature
searches of non-DPMIAC technical libraries and other preapproved
sources for country-specific information..." Third response: Yes,
between 6 AM and 6PM most business days. Question: The BAA mentions
that translation services may be needed and are the responsibility of
the contractor. In order to generate a cost estimate for other direct
costs it would be helpful to know what translation services might be
needed. In other words, from the customers experience which languages
have documents needed to be translated to English and approximately how
many pages per year from a historical perspective? Answer: Most
articles published in international journals are in English, but some
are in French or Spanish. Obscure journals may be in other languages.
Translation is rarely an issue. Most of the people we have had write
DVEPs can read some Spanish or French. The contractor will find very
little written in other languages that is not also available in
English. The contractor shall produce two regional DVEPs each year.
Each year the first DVEP is due within 6 months and then the second
DVEP is due in one year. All other terms and conditions remain the
