NASA/HQ is issuing a sources sought synopsis to determine if there are small businesses capable of meeting NASA's upcoming requirements in support of NASA HEADQUARTERS, Office of Safety and Mission Assurance (OSMA). Small businesses are requested to provide their name, location, size, and submit detailed information demonstrating their relevant technical understanding of the work requirements identified below, as well as their qualifications, capabilities, and experience and past performance history for such work. This information must be detailed because the purpose of this synopsis is to identify small businesses capable of performing this work. If no small businesses respond to this announcement or those that do respond are found to be incapable of meeting the requirements identified below, this procurement will be conducted under Full and Open Competition Procedures. It is anticipated that an Indefinite Delivery/Indefinite Quantity (IDIQ), Cost Plus Incentive Fee (CPIF), performance-based contract will be issued with a two year basic period and three one-year options, for a total period of performance not to exceed five years. Anticipated start date is mid February 1999. The SIC Code and Size Standard are 8711 and $20 Million, respectively. The DPAS rating for this procurement is DO-C9. The requirements are as follows: Obtain Safety, Reliability, Maintainability and Quality Assurance (SRM&QA) Support for NASA Headquarters and it's Field Installations, through the Office of Safety and Mission Assurance (OSMA), in the following areas: Safety & mishap related support; Process verifications and independent assessments; Systems safety and risk management; Nuclear safety; Reliability and Maintainability; and Operational Safety. Of special interests are: (a) Investigations, reporting, and analysis of incidents and accidents, and resolution of all investigation-related recommendations; (b) Performance of special "immediate attention" independent SRM&QA assessments for complex technical and engineering projects (such as the Space Shuttle, the International Space Station, reusable launch vehicles, aircraft, payloads, spacecraft, and ground based systems); (c) The company's available financial and professional resources for urgent and/or major SRM&QA tasks and how these resources would be deployed; (d) Technical assessments of selected problems, it's findings, and suggested corrective actions; (e) Knowledge of aerospace hardware/software design, fabrication, test operations, flight and mission operations; and (f) Risk safety, risk management, independent assessments. In addition, the following information shall also be provided: (g) Proof of an acceptable or approved accounting system for Government cost reimbursable contracts; and (h) Name, address, and phone number of three references for whom your company has provided SRM&QA services, during the past three years, in excess of $2 Million annually. After initial review of all submittals firms may be invited for oral presentations. This is not a Request for Proposal (RFP) and should not be construed as a commitment by the Government.
