material, equipment, transportation and supervision for the historical
renovation and restoration of the exterior of Building 1-H,
constructed in 1909. Included in the scope of work is the cleaning of
existing masonry, limestone, and terra cotta. Also included is
repointing of masonry joints, replacement of all terra cotta joints,
selective replacement of cracked, damaged, or missing terra cotta,
partial removal and reconstruction of the entire brick parapet with the
addition of new terra cotta parapet copings, cornices, ornamental
finials, and pediments. All existing windows will be removed and
replaced with new, insulating wood windows which will be designed so
that their profiles, trim, brickmolds, sills, color, finish, etc. will
match the original windows in design, profile and character. The
existing canopy at the rear of the building will be demolished and a
new canopy constructed in keeping with the original design of the
building. The front entrance stairswill be replaced with new limestone
clad concrete ornamental stairs consistent with the building's
original design. In areas where the roofing is disturbed or damaged
during construction. The Contractor will be responsible for
coordinating phasing and/or sequencing of the project so as to disturb
as little as possible the users occupying the building during
construction including protection from exteiror elements. Asbestos and
lead based paint have been identified on the building and their
abatement will be required as a part of selective demolition. The
repair work and all new materials shall be asbestos and lead free.
Renovation, restoration and replacement of all materials including
windows, masonry, limestone and terra cotta work shall conform to the
requirements of the "Secretary of the Interior's Standards for
Rehabilitation and Guidelines for Rehabilitating Historic Buildings."
This procurement is issued as an unrestricted procurement. The
estimated cost of construction range is $1,000,000 to $5,000,000. The
SIC is 1542 and the FSC is Z141. Note an evaluation preference will be
given in accordance with DFARs 252.219-7008, "NOTICE OF EVALUATION
PREFERENCE FOR SMALL DISADVANTAGED BUSINESS CONCERNS-TEST PROGRAM (APR
1996)." If this project is awarded to a large business a
