You are invited to submit a budgetary quotation under Request For Quotation number F41689-98-Q-0711 to furnish training services for the Israeli Air Force (IAF) in support of their GBU-15/Walleye simulator training. This request is for informational planning purposes only. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOLICITATION, OR OTHERWISE PAY FOR THE INFORMATION SOLICITED EXCEPT AS PROVIDED IN SUBSECTION 31.205-18, BID AND PROPOSAL (B&P) COSTS, OF THE FEDERAL ACQUISITION REGULATION. If agents' fees/commissions are included in the quoted price (including any such fees claimed by subcontractors), please identify the amount and submit a "Contractors Statement of Contingent of Other Fees" (Standard Form 119). You are also requested to submit a breakdown of the fee related to the services performed by your sales representative. Notwithstanding the requirement in paragraph 2 above, any contract resulting from this request shall prohibit payment of sales commissions and fees when the training is for, and unless such payments have been identified and payment thereof approved in writing by the following countries: Australia, Taiwan, Egypt, Greece, Iran, Israel, Japan, Jordan, Republic of Korea, Kuwait, Pakistan, Philippines, Saudi Arabia, Turkey and Thailand. Identify any unusual provisions or requested Federal Acquisition Regulation (FAR) deviations (e.g., special termination clauses or nonstandard progress payment schedule), that may be proposed for the contract which could affect the prices quoted. If performance of this training would require the use of Department of Defense facilities in your possession, a rental charge must be applied and computed in accordance with Federal Acquisition Regulation (FAR) 52.245-9. Your price shall include the best estimate of the rental charges due the Government, including any estimated rental charges for subcontractors involved with this training program. Specify equipment and technical data needed to support training. Provide all available identifying information such as stock number, part number, noun description, T.O. numbers, description of manuals and software. Also, specify whether needed items will be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Military travel orders will be provided (if requested). Please develop your quotation for a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. STATEMENT OF OBJECT 1. Scope a. Training on aircraft simulators is required by the Israeli Air Force (IAF) for GBU-15/WALLEYE operations. Proposed training will be Contractor, Type 1 Special Training, procured by the Air Education and Training Command and presented under the auspices of the Security Assistance Training Program. All instruction and technical information shall be in the English language. b. Training has heretofore been provided by Boeing North American, Inc., 1800 Satellite Boulevard, in Duluth, Georgia 30097-4099; however, this company will cease offering this course in August 1998 due to new technological innovations. This company will renovate and use the space presently occupied by the GBU-15/WALLEYE model for more modernized units. Historically, the contractor has provided approximately six classes per year, 16 students per class. Training shall be the off the shelf simulator training course provided by the Israelis. Classes shall consist of four 10-hour days (cockpit time), Monday through Thursday. In addition, one half hour prior to, and at the conclusion of, each day's training shall be set aside for instructor/student briefings/debriefings. c. The purpose of the training is to provide aircrew operational procedures, training, mission planning procedures, training and simulated weapons deliveries. Training is requested for the FY 99-00 timeframes. 2. Training a. The Contractor shall provide simulator aircrew training to the Israelis in the delivery of the GBU-15 and WALLEYE Television Sensor Weapon System using the Contractor's Tactical Weapon Simulator (TWS). Such training shall simulate the operational launches of the GBU-15 and WALLEYE Television Sensor Weapon Systems. The Government of Israel shall conduct and administer all aircrew classroom training as well as provide to the Contractor the Buyer-Furnished Equipment (BFE) of the following items: F-15 Control Handle, F-4 Control Handle C7346/APQ-120, F-16 Grip Assembly, F-16 Transducer, Targets -- Radar Van (21), Launchers (64), Semitrailer (2), Gundish (41), Scud (28) -- and DL500 Circuit Cards -- Videoprocessor P/N 3246879-101, Video Processor P/N 3246880-101, Video Processor 3246881-100, Antenna Programmer 3246862-101, Antenna Programmer 3511942-101, and Antenna Programmer 3246864-101. b. The contractor shall provide the simulator and computer system operator personnel required to support aircrew training in the delivery of GBU-15 and WALLEYE weapons. Previously developed targets, computer software and aircrew equipment will be used in this effort. The contractor shall use a Six Degree of Freedom GBU-15 Weapon Simulator and the Tactical Weapon Simulator and a simulated aircraft cockpit with weapon control panel, television display and Israeli furnished control handles. The contractor shall provide engineering and technical services in support of the GBU-15 and WALLEYE Weapon Systems training which shall consist of expenditures of direct labor hours, material procurement or the expenses associated with "other" costs such as telephone, travel, data processing, etc. The contractor shall provide secure storage of any training material (photograph books, targets, etc.) and control handles that are the property of, or unique to, the Israeli's training program. At the end of each training course, the Israeli's lead instructor may observe storing, and securing of, the training material. The contractor shall furnish recorded 3/4 inch videotapes of the students' performance to the Government of Israel upon the completion of each course showing the missions flown. The contractor shall provide training status reports to the US Government at the end of each course reflecting operational status of the equipment, number of hours of training, problems, accomplishments, etc. c. The terrain board mock-up along with maps of said terrain will be provided by the contractor. The model board, 8 feet by 32 feet and scaled at 285:1, shall be utilized to accomplish weapon terminal runs. Nine (9) points on the model board are in focus for terminal runs. The contractor shall provide selected model targets for placement on the model board. Any changes to the terrain on the model shall be the sole responsibility of the contractor. The instructor set-up and training time shall be available during two (2) contractor normal working weekdays, Thursday and Friday, each to consist of 8-hour days prior to the start of each class. This time shall be used to prepare run schedules, target placement, scenery adjustment, revisions to simulator equipment configurations and instructor preparation for training. 3. Student prerequisites a. Students shall be qualified IAF personnel assigned appropriate duties. b. Students will possess a minimum of 85 English Comprehension Level (ECL) for pilots and 70 for maintenance as documented by the IAF. No requirement for translation during training will be required. The least capable student will be expected to "understand spoken English and fully comprehend technical manuals." 4. Student Support a. The contractor shall provide appropriate training facilities for CONUS training. The contractor will also furnish all training materials and equipment required to perform the contract. d. Lodging and meals will remain the responsibility of IAF. e. Ground transportation to and from the airport, and between the contractor's facility and the lodging facility will be requested of the contractor. (0169)
