The Naval Air Systems Command intends to negotiate with Sikorsky Aircraft Corporation, Stratford, Connecticut, under Basic Ordering Agreement N00019-96-G-0023, the design and development of a full scale demonstrator model of an advanced Infrared (IR) signature suppression system for the various H-60 platforms. Sikorsky possess immediate access to the design codes, design drawings and performance models necessary to make a valid assessment of the tradeoffs associated with the incorporation of IR suppression equipment. Therefore, Sikorsky is the only fully qualified source capable of satisfying the Government requirement. See Note 22. (0169)
