Command intends to negotiate with Sikorsky Aircraft Corporation,
Stratford, Connecticut, under Basic Ordering Agreement
N00019-96-G-0023, the design and development of a full scale
demonstrator model of an advanced Infrared (IR) signature suppression
system for the various H-60 platforms. Sikorsky possess immediate
access to the design codes, design drawings and performance models
necessary to make a valid assessment of the tradeoffs associated with
the incorporation of IR suppression equipment. Therefore, Sikorsky is
the only fully qualified source capable of satisfying the Government
