COMMERCE BUSINESS DAILY ISSUE OF JUNE 19,1998 PSA#2120NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH MOTOROLA The
General Services Administration intends to negotiate on a sole source
basis with Motorola to upgrade the U. S. Coast Guard (USCG) District
Seventeen (D17) VHF-FM communications systems in the Southeast Alaska
(SEAK) with Digital Encryption Standard (DES). The required encryption
system is both DES and DES-XL format. This format is necessary for
secure communications with existing USCG and other federal agency
secure radios. The Communications Center provides critical lifesaving
24 hour a day communications for southeast Alaska. The existing
communication console for southeast Alaska is a Motorola Gold Elite
system. Only engineers or technicians certified by Motorola to work on
a Gold Elite system may work on, or interface equipment to the Gold
Elite console under the Statement of Work (SOW). This effort entails a
total integrated solution, which includes procurement, installation,
and training of all equipment necessary for a fully operational DES
system. The proposed action is for supplies/services for which the
government intends to solicit and negotiate with only one source under
the authority of FAR 6.302-1. The Government believes that only one
responsible source can provide the supplies/services that will satisfy
the agency requirements. The contractor is the manufacturer of the
items and is fully certified for the Gold Elite system as required in
the SOW. This notice is not a request for competitive quotes but
responses received on or before June 26, 1998 will be evaluated. A
determination by the Contracting Officer not to compete this proposed
action based on responses to this notice is solely within the
discretion of the Contracting Officer. Information received will be
considered solely for the purpose of determining whether to conduct a
