Oceanic and Atmospheric Administration Environmental Technology
Laboratory (ETL) has a requirement for the fabrication and delivery of
a 340 GHz dual orthogonally-polarized single-conversion double-
sideband superheterodyne receiver for radiometer applications with the
following specifications: (1) IF bandwidth from 0.5-2.5 GHz, (2)
planar beam- lead Schottky mixer diodes, (3) operating temperature
range -40 to 40 degrees C, (4) RF center frequency drift less than
+/-50 MHz over temperature range, (5) focussed feedhorn and rexolite
lens with 1.5 inch aperture, less than 1.8 degrees 3dB beamwidth,
greater than 93% main beam efficiency, f/D~3, (6) DSB noise figure less
than 13 dB, matched IF amplifiers through detectors with nominal -23
dBm signal power. One of three possible configurations are preferred:
(a) two identical but separate receivers with individual feedhorns
driven by phase coherent local oscillator signals and using a wire grid
to split the orthogonal polarizations behind a single lens, (b) a
symmetric, integrated, dual orthogonally-polarized receiver using a
single feedhorn and lens, or (c) two identical separate receivers with
separate feedhorns and lenses. For a or b, either a pair of
phase-locked LO's or single dual-output LO should be used. For c, two
unlocked LO's can be used. Interested sources must submit a written
qualification statement along with the request for the bid package by

This announcement/solicitation is being issued under the Simplified
Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award
decision will be based upon the best value to the Government, with
technical merit and past performance being significantly more important
