Weapons Division, China Lake, CA intends to procure portable microwave
transmitters, receivers, and miscellaneous support equipment (Duplex
System) using an Indefinite Delivery Indefinite Quantity 3 year
contract. The system must transmit and receive full motion video using
analog modulation to a minimum of 50 miles. Included within this
equipment shall be 1 audio subcarrier and 1 subcarrier capable of
handling data at a standard T-1 rate. The transmitters and receivers
will be utilized on the Kineto Track Mounts to send data from and to
the acquisition site and remote receiving installation aboard the Naval
Air Warfare Center Weapons Division Ranges and similarly at other DoD
ranges. The equipment must possess the capability of being upgraded to
a full digital DS-3 data rate signal with a modulated carrier (the
transmitter and receiver must be DS-3 ready). The conversion to DS-3
shall be achievable in the field without the benefit of any additional
alignments or tuning required. The Government intends to procure a
minimum of 2 each and maximum of 50 each portable microwave receivers
and transmitters containing the following specifications. Tuning Range,
within one of two sub-bands (7.125 to 7.700 GHz and 7.70 to 8.40 GHz);
Channel Selection, synthesized in 1 MHz steps minimum; Transmitter
Output Power, greater than or equal to 2.0 Watts (Analog); Transmitter
Pre-set RF Channels, 12 minimum (front panel selectable) and user
programmable within the specified tuning range; Mountable in a standard
19 inch equipment rack with housing, rack mounting ear kit and
telescoping rack slides in standard configuration for each portable
receiver; Remote Interface, RS-485 remote front panel programmability
via keypad and laptop PC computer (set-up remotely, select channels,
frequency, audio subcarrier frequency and level control, T1, output
power change and query system status); Subcarriers, synthesized in 5
KHz intervals; Transmit 1st IF, 70 MHz; Receiver 2nd IF, 70 MHz;
Receiver IF Output, 70 MHz at +5 dBm for IF repetition; Wideband, front
panel switch disables internal sound channels and filters for wideband
capability; Video Frequency Response, 0.5 dB to 5.0 MHz, Minimum
(Wideband 1 dB to 10 MHz); Modulation Sense, positive and negative,
front panel or remotely selectable (Video modulation shall be capable
of being inverted via a front panel control and/or remotely); T1
Subcarrier Modulation Type, FSK (Frequency Shift Key); T1 Subcarrier
Bit Rate, 1.544 Mbit/s; T1 Subcarrier Line Code, bipolar with B8ZS; T1
Subcarrier Bit Conditioning, conforming to all relevant sections of
G.703; T1 Subcarrier Data Derandomizer, derandomize the (1+X6+ X7)
coding applied by the transmitter; Antenna Alignment Aids (Audio Tone),
an audio tone shall be provided to indicate relative signal strength;
Antenna Alignment Aids (Meters), an analog bar graph and/or digital
meter shall be provided to indicate relative signal strength, as well
as, a digital display to indicate received signal level in dBm. The
Governmentintends to procure a minimum of 2 each and maximum of 50 each
2-foot diameter Parabolic Reflectors and Antenna Feeds, a minimum of 2
each and maximum of 100 each "L" Brackets with QuickSet Pan Tilt Heads
assemblies and Rack mounting assemblies for the transmitters and
receivers. Antenna Reflector, 2 foot diameter parabolic reflector
(medium weight/strength for long term serviceability), 7.1 to 8.4 GHz,
gain is greater than or equal to 30 dBi; Antenna Feed, 7.1 to 8.4 GHz
for use with 2 foot reflector, Dual Linear Polarization, Cross-Pole
Isolation greater than or equal to 30 dB, Connectorization is "N" Type
affixed to feed (no adapters to "N" type acceptable); Antenna Mount,
"L" type antenna mounting bracket using Antenna & Feed Pan-Tilt Head
Assembly of medium weight with quick-release adjustments in both axes,
mobile. QuickSet Model QGH-1-4-62050-6 with a load capacity of 330
lbs. A control arm, QuickSet Model QGM-1-4-65330-9 for QGH-1. The
Government also intends to procure (estimated quantities) DS-3Modems,
100 each; 4 foot diameter Parabolic Reflectors with associated Antenna
Feeds and "L" Brackets with QuickSet Pan Tilt Heads assemblies, 20
each; Training, 1 Lot. DS-3 Modem, digital interface signal levels
shall conform to ANSI Ti.404, AT&T 728 A & B, and CCITT G.703 and G.
752 Standards, DS-3 Line Rate shall be 44.736 Mbps plus or minus 895
bps, FSK Format; Antenna Reflector, 4 foot diameter parabolic reflector
(medium weight/strength for long term serviceability), 7.1 to 8.4 GHz,
gain is greater than or equal to 33 dBi; Antenna Feed, 7.1 to 8.4 GHz
for use with 4 foot reflector, Dual Linear Polarization, Cross-Pole
Isolation greater than or equal to 30 dB. Any associated software shall
be year 2000 compliant. All deliveries will be FOB China Lake. All
