DESCRIPTION: This contract includes but, is not limited to the furnishing of plant, labor, materials, tools, equipment, transportation, services, and incidental items in accordance with the drawings and specifications. Project includes repair and construction of flexible and rigid pavements to include roads, streets, parking lots, open storage areas, sidewalks, running tracks, and tennis courts. Major items include: (1) Tree and brush removal, clearing, and grubbing. (2) Demolition and removal of existing concrete sidewalks, curbs, asphalt pavements, and miscellaneous concrete structures. (3) Excavation of cohesive and cohesionless soils for preparation of roadway subgrade and for installation of underground utilities, open drainage swells, and foundation structures. (4) Provide and Place select materials. (5) Stabilize subgrade materials and base courses with lime, cement, or asphalt. (6) Application of surfacing materials such as prime coats, tack coats, slurry seals, bituminous seal coats, hot mix asphalt concrete, and polyurethane athletic surfaces, and acrylic tennis court surfaces. (7) Construction of portland cement sidewalks, service drives, curbs, gutters, culverts, junction boxes, and associated structures. (8) Relocation of utilities and installation of conduit and manhole systems for underground and electrical services. (9) Application of pavement markings, installation and relocation of traffic signs, and establishment of turf. Project will include Basic Contract Period of 365 Calendar days and four one year Options. The Standard Industrial Code (SIC) Code for this acquisition is 1611. Small Business Size Standard is no more than $17,000,000 average annual revenue over the last three years. This project is subject to existing preference for Small Disadvantaged Businesses in accordance with current FAR requirements. The magnitude of the Basic Performance period and each Option Period is between $1,000,000 and $5,000,000. Solicitation is being issued on an unrestricted basis. The guaranteed minimum award amount is $300,000 for the Basic Performance Period only. NOTICE: A bid bond is required for 20% of the guaranteed minimum. Payment and Performance bonds will be required from the successful bidder in accordance with FAR requirements. A Small Business Plan will be required if award is to be made to a Large Business. All solicitation documents will be issued in electronic format only. Solicitation will not be issued in paper copy. All documents with the exception of the Bid Schedule will be issued in Microsoft Word Version 6.0 format. The Bid Schedule will be issued in Microsoft Excel Version 5.0 format. Documents will not be compressed. Documents will include the Solicitation and any amendments, clarification letters, or other pertinent documents. All documents will be considered issued when posted to the site. All interested sources are responsible for frequently checking the web-site to insure that they are kept appraised of all newly posted documents to include any amendments and changes in the bid opening date and time.
