Y -- RADIO VAULTS -- COMMUNICATION SHELTERS SOL RFQ 15-98-39 DUE 071098 POC Southern Sierra Province, Contracting, (209) 297-0706 Ext. 4831 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ-R5-15-98-39, this number must be referenced on all communications and proposals. The request for quotations document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This is a total small business set-aside. The Standard Industrial Classification is 5211 with a size standard of $5.0 million. GENERAL SPECIFICATIONS FOR COMMUNICATION SHELTERS STRUCTURAL: Pre cast Concrete (Dust/water tight and secured from vermin). ROOF: Reinforced with overhang or drip lip at door. WALLS : Reinforced. FLOOR: Reinforced, provisions for lifting/securing, covered with commercial vinyl tile. STRUCTURAL LOADING: Floor-approximately 240 psf, roof approximately 150 psf or state your specifications. Wind-150 mph. BULLET RESISTANCE : State your specification FIRE RESISTANCE: State your exterior wall specification WEATHER RESISTANCE: Completely weatherproof EXTERIOR FINISH: Exposed gravel/stone aggregate, earth tone color. Roof-neutral masonry paint with chemical moisture barrier, or similar. Other exposed areas-sand textured concrete paint, earth tone/tan, or similar. DOOR: Painted steel, 36" X 84", insulated, tamper proof hinges, aluminum threshold, weather stripping, door frame primed/painted and cast into the wall panel. Knob lock set with cylinder keyed for the "Forest's" standard vault key. THERMAL: Interior walls and ceiling insulated to approximate R value of R-12. INTERIOR FINISH: Light colored paneling with appropriate trim (panel thickness must be able to support attachment of cable trays, etc). WAVEGUIDE ENTRY: Installation of Coaxial Cable/Grounding Service Panel (will be provided by the Forest). POWER SERVICE ENTRY: Weatherhead, location to be specified. DIMENSIONS AND OPTIONS BY LOCATION (INTERIOR HEIGHT IS 8 FEET) 01) JERSEY DALE: 10' X 10', main breaker panel -- 50 AMP service with 1 breaker for optional environmental control and 3-15 breakers, location to be advised. OPTION: Environmental control; Heater/Air Conditioner with thermostat. Outside temperature reaches maximum of 100 in summer and zero in winter, current vaults use 11000 BTU window air con and baseboard heater maintaining 50 degree winter and 75 degree summer temperature. Specifications provided will determine mounting location. 02) DINKY: Same specifications and option as number 01. 03) TRUMBULL: 10' X 12', main breaker panel -- 5- AMP Service with 1 breaker for optional environmental control and 4-15 breakers, location to be advised. OPTION: Environmental control same as number 01. 04) TRIMMER: Same specifications and option as number 03. 05) PATTERSON: 10' X 10', no breaker panel or air con option (this is a solar site). 06) MT TOM: 10' X 12', no breaker panel or air con option. (this is a solar site). This shelter requires a center wall, non-insulated, dividing the shelter into two sections, each 5' X 12', with one door for each section (preferable door locations are both on one 10' wall). Power service entry weatherhead only required on one side, location to be advised. Delivery Address: Minarets Ranger District, 57003 Road 225, North Fork, CA 93643. North Fork is approximately 40 miles northeast of Fresno off of Highway 41. This site is accessible by semi-trailer,no crane on site to off load. Responses to this CBD notice should include proposed cost, time of delivery, and technical information/descriptive literature. The following clauses are included as part of this request for quotation: Clause 52.212-1, Instructions to Offerors -- Commercial Clause 52.212-2, evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. 1. Technical capability to meet Governments's requirements, 2. Past Performance. 3. Price. These criteria are listed in descending order of importance. Technical and past performance, when combined, are more important than price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
