National Oceanic and Atmospheric Administration (NOAA) requires
services to identify critical levels of ozone on a geographic and
seasonal basis and evaluate past records for incidents of low ozone
levels in the arctic based on critical levels as described in the
following tasks: 1) Examine existing and emerging ozone datasets for
trends, distinguishing between trends in different regions of the
Arctic and sub-Arctic. 2) Examine existing and emerging ozone datasets
to characterize the nature of extreme events. 3) Estimate the effects
of low ozone levels on UV reaching the Arctic biosphere. An analysis
of all known events to characterize the impact of these events and
modeled estimate of UV levels shall be made. 4) Synthesize available
ozone and UV data to develop a climatology of UV in the Arctic and
clarify the effects of albedo, ice and snow cover and Arctic haze on UV
reaching Arctic eco-systems. 5) Publicize results of this work through
peer reviewed scientific journals and to the inhabitants of Alaska in
coordination with the Alaska State epidemiologist, the National
Institutes of Health or the Environmental Protection Agency. Skills
required to perform these tasks are: familiarity with the available
ozone datasets including TOMS.Dobson, SUV and SBUV, familiarity with
comparison of ozone and cloud measurements with surface UV levels,
advanced statistical knowledge to look for extreme events in both ozone
and UV data and radiative transfer programs specifically developed for
estimating surface UV under conditions of partial cloud cover, high
surface albedo and large solar zenith angle. Tasks 1 and 2 are part of
the first year of this project. Tasks 3, 4 and 5 will be addressed in
the second option year. Interested sources proposing to supply
equivalent services must submit a written qualification statement
clearly establishing capability to meet the above requirements within
15 days from the date of this synopsis. The qualification statements
will be used to determine the need for competitive bids.In the absence
of other qualified sources, it is the intent of the Government to
negotiate a sole source contract under the authority of 41 U.S.C.
253(c)(1) with The University of Chicago, 970 East 58th Street,
Chicago, IL 60637 as this source is considered to be the only
responsible source and no other items will satisfy agency requirements.
This announcement is being issued under the Simplified Acquisition
Procedures, FAR Part 13 (NTE $100,000.00). The award decision will be
based upon the best value to the Government, with technical merit and
past performance being significantly more important than price. Terms
