Traci Mounts, 703-602-7707 The Mine Warfare Technology Team (MIW TECH
TEAM) is soliciting information concerning New Technologies and
Innovations that will lead to or enable operationally-viable advances
in sea mine warfare, including both mine countermeasures and offensive
mining. The MIW TECH TEAM is chartered under the sea mine warfare
Acquisition Coordination Team (ACT) to provide advice and guidance
concerning mine warfare technology to the ACT and to the overall mine
warfare community. Consisting of senior military and civilian
representatives from key mine warfare organizations, the MIW TECH
TEAM's primary responsibility is to assure maximum disclosure and
coordination of MIW technology requirements and shortfalls within
government/academia/industrial technology organizations, and to
facilitate aggressive programs to resolve technology shortfalls.
Examples of specific sea mine warfare technology requirement areas for
which technology shortfalls currently exist include, but are not
necessarily limited to the following (in no particular order):
in-stride mine neutralization and obstacle clearance rapid, real-time
mine reconnaissance organic, remote mine identification organic, remote
mine neutralization buried mine detection and neutralization
high-speed, light weight influence mine sweeping pressure mine sweeping
environmental impact on minehunting sonars advanced simulation training
techniques advanced MIW C4I capabilities remote control of sea mines
advanced power sources for sea mines advanced counter-counter measures
techniques for sea mines advanced safing and sterilization techniques
for sea mines SCOPE: By this announcement, the MIW TECH TEAM seeks
available technologies from all sources (government, academia,
industrial, international) that could potentially contribute to
resolving sea mine warfare capability shortfalls identified above, or
related shortfall areas. This announcement is not related to any
specific funding opportunity. This announcement is a statement of
willingness to consider opportunities to pursuedevelopment of
identified technologies depending upon the relevance of such
technologies to Naval sea mine warfare technology shortfalls, and
depending upon available Naval funding support resources, if any.
Potential future funding option areas encompass 6.1, 6.2, and 6.3
technology funding categories, including Advanced Technology
Demonstration (ATD) funding opportunities. Information sources are
asked to submit a brief descriptive synopsis (not more than two pages)
of the technology or technologies that sources consider applicable to
sea mine warfare shortfalls. Included in this synopsis should be a
brief descriptive summary of their organization's history and pertinent
capabilities. Based upon review of submitted synopses by the MIW TECH
TEAM, organizations offering the most beneficial technologies will be
requested to provide a 30-45 minute presentation to a special MIW TECH
TEAM "Technology Forum" in November, 1998 in Washington, D. C.
(specific date, time and location TBD). At a minimum, briefing
organizations contributing to the November 1998 Forum will receive
written critiques of their respective technology programs. LIMITATIONS:
The government does not intend to award a contract on the basis of this
notification or to participating organizations in the "Technology
Forum." In addition, the government will not otherwise pay for any
information or inquiry. This RFI does not constitute an Invitation for
Bid. All information received from this RFI will be treated as
strictly PROPRIETARY. Participation in the process identified above
leading to the MIW TECH TEAM "Technology Forum" is purely voluntary and
does not replace or otherwise alter other established technology
program processes such as the Office of Naval Research's Advanced
Technology Demonstration process. The MIW TECH TEAM "Technology Forum"
should be viewed as a complement to other established processes,
affording the opportunity for increased dialogue between government
officials and personnel from contributing organizations. RESPONSE: Send
synopses in response to this RFI to the points of contact identified
below on or before 17 July 1998. Requests for further briefings as
outlined above will be forwarded to selected organizations on or about
