Award issued on June 8, 1998, for Technical Support for Field
Demonstration of Surfactant Enhanced Aquifer remediation at Neutral
Buoyancy (SEAR-NB), and correctly indicates an intent to award other
than full and open competition per FAR Part 6.302-1 to Duke Engineering
& Services (DE&S) for the Technical Support for Field Demonstration of
Surfactant Enhanced Aquifer remediation at Neutral Buoyancy (SEAR-NB).
The services required is part of a larger research effort funded by DOE
and EPA to implement the first field demonstration of a new innovative
groundwater remediation technology called surfactant enhanced aquifer
remediation at neutral buoyancy (SEAR-NB). The objective is to cleanup
groundwater contaminated with dense nonaqueous phase liquids (DNAPL)
using the new technology at a U.S. Environmental Protection Agency
(EPA) superfund site in New Hampshire. To date, preliminary estimates
of the extent and concentrations of DNAPL in the subsurface have been
made using vertical profiles. Wells have been established and the
aquifer tested. The services required by the DOE of the contractor
relate to the following remaining activities, which have yet to be
accomplished. A pre-flood partitioning interwell tracer test (PITT)
will need to be designed, implemented, and the results analyzed to
characterize the DNAPL source. A SEAR-NB flood will then be designed
and implemented; and finally, a post-flood PITT will be designed,
implemented, and the results analyzed to assess flood performance. The
specific technical support services required under this request for
services to support the successful field demonstration of SEAR-NB at
the EPA superfund site. DE&S is the only private company that has
successfully achieved greater than 98 % cleanup efficiency of DNAPL
using SEAR PITTs will also be used in this project for determination of
source characterization and performance acceptance, because EPA has
accepted them as the performance assessment tool for this project. DE&S
in collaboration with Dr. Gary Pope at University of Texas have a
patent pending for the PITT technology. Failure to take advantage of
their experience and successes would jeopardize the success of this
project. The estimated value of this award is $650,000. This is not a
