Gaza is seeking a U.S. personal services contractor to finalize design
of a pilot post-partum care activity, manage the activity and develop
strategic options for future USAID assistance in the area of
maternal-child/reproductive health. The contractor will provide
technical and managerial leadership in the coordination of local and
international implementing agencies for the pilot activity, as well as
intellectual leadership in the development of options for longer-term
USAID assistance. In carrying out these responsibilities, the
contractor will be required to display technical expertise, initiative
and sensitiveness for the special cultural and political circumstances
which characterize the West Bank and Gaza. The contractor will be part
of the USAID/West Bank and Gaza staff, within the Program and Project
Development Office. The duty station is Tel Aviv, Israel, with
frequent day trips to the West Bank and Gaza, where all counterpart/
implementing organizations and activities are/will be located. Such
travel is subject to Embassy security guidelines, but is generally
possible with minimal limitations. Education/Experience/Skills Required
for the Position: Doctoral or Masters degree in public health, social
science, management or other field closely related to international
development and health; At least ten years of professional experience
with increasing levels of responsibility in planning, designing,
managing, evaluating and collecting/analyzing data for international
public health/population/reproductive health service delivery programs
in developing countries; Strong organizational and program budgeting
skills, and a good understanding of operations research, design
implementation and evaluation; Experience working with public sector,
NGO and private commercial entities; Ability to provide leadership and
work collaboratively with teams in strategic thinking and project
conceptualization/development; High degree of political and cultural
sensitivity in developing contacts,coordinating with
local/international counterparts and resolving conflicts; Middle East
experience strongly preferred; Significant working experience with
USAID or USAID-funded programs strongly preferred; Excellent verbal and
written communication skills; Computer skills, including with standard
USAID software (e.g., Windows, Wordperfect, Lotus); and Arabic skills
a plus, but not required. The salary is equivalent ot the GS-13 level.
