202-283-1171 The Internal Revenue Service (IRS) has a requirement for
a cost effective electronic tax research system. This system will be
implemented for the Compliance and Taxpayer Services (CP/TPS), Office
of Appeals and Chief Counsel program areas. The system must be
compatible with multiple platforms (DOS, WIN3.X/NT, CD-ROM and web
based) and various connectivity methods currently used within IRS. This
acquisition will be conducted as a full and open competition. The
contract will consist of one base year (FY-99) with three one year
optional periods of performance. All responsible vendors may submit a
proposal which will be considered by the agency. Interested parties are
requested to submit a written request for the solicitation within 15
days from the date of publication. Currently, the IRS functional areas
are engaged in multiple local contracts where there is an apparent
duplication of effort and services being provided. The strategy
recommended for FY 1999 -- 2002 is to enter into consolidated
nationalcontracts for tax law research services as the foundation for
designing and implementing a long term solution to meet the IRS
Information System (IS) Blueprint Infrastructure for 2003 and beyond.
With a focus on customer needs, the national strategy will eliminate
fragmentation and set a national goal and direction to better manage
the electronic research resources in CP/TPS and Counsel and Appeals.
