located near Angleton, Texas, requires one each 4x4 amphibious utility
vehicle (line item #1) and one each trailer (line item #2). The
primary purpose of this vehicle is fire suppression (building fire
compression lines, etc) in swampy, marshy terrain; vehicle must be
easily navigable in such low ground pressure locations. Specific
requirements: Vehicle must have articulated frame with large,
floatation tires and platform of a strength and capacity adequate to
transport a 120 gallon water tank and pump. Rollingon Model No. 4450 or
equal. This is a combined synopsis/solicitation for commercial items
prepared in accordance with additional information included in this
notice. This announcement constitutes the only solicitation; a written
solicitation will not be issued. Request for Quotation (RFQ)
#201818Q049. Solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-03.
Small-business set-aside. SIC 3531. Size standard: 750 employees.
Additional general specs for line item #1 -- vehicle: cleated rubber
tires 40"H x 50"W x 12 dia., 20 ply rating. "No-Spin" differentials,
front and rear. Welded galvanized steel frame with aluminum fenders.
Center point full power steering. Diesel powered; not less than 55BHP,
water cooled, 4-cylinder lightweight engine; Yanmar 4TNE84T or equal.
Electrical system: 12 volt, with starter, alternator, headlights and
battery. Full instrumentation including: oil pressure, temperature
gauge, ammeter, fuel level gauge, hour meter and tachometer. Empty
weight no greater than 4,700 lbs. Payload: minimum 4,000 lbs land; 1500
lbs amphibious. Flat bed aluminum cargo deck -- approximately 6' x 9.6'
with 1-3/4" x 4" stake pockets on 30" centers and rear positioned
personnel ladder. Fully synchronized manual transmission with 4 forward
speeds and one reverse. Travel speeds: up to 20 mph on land; minimum 2
mph amphibious. Hand operated parking brake; foot operated service
brakes.Minimum drawbar pull -- 90% GVW dry land, 50% GVW mud and snow.
Front mounted PTO driven winch, 8,000 lbs capacity. Foam rubber padded
driver's seat. Hand and foot operated throttles. Maximum noise level of
90 decibels at operator's station. Additional general specs for line
item #2 -- trailer: Axle and tires shall be fully rated to handle the
weight of the vehicle. All required highway lights will be provided.
Hitch shall be for a 2" ball with "bulldog" type coupler. Stops will be
provided to prevent tractor from overrunning the trailer. Electric
brakes are required. Frame and fenders will be galvanized steel. Ramps
will be constructed of aluminum. Vendor will submit specification
sheets for vehicle and trailer. Vehicle and trailer will have a one
year standard commercial warranty (include warranty terms and
conditions with quote). Service requirements: Contractor must be able
to respond to initial call for service within 24 hours. FOB
