P -- PRE-SOLICITATION ANNOUNCEMENT OF THE ISSUANCE OF THE SUSTAINABLE URBAN MANAGEMENT, (SUM) RFP POC Point of Contact: Margaret Kline, 202-712-0555 or Fax at 202-216-3134 or Contracting Officer, Roy Plucknett 202-712-1277 The United States Agency for International Development (USAID) contemplates the issuance of the Sustainable Urban Management (SUM) Request for Proposals (RFP) on or about July 2, 1998. The SUM RFP is an indefinite quantity contract (IQC) for a five-year period and includes up to four awards with one of these four awards as a 100% set-aside for a small business. This is a Time and Materials contract with a cummulative estimated ceiling of $110 million dollars. The SUM RFP goal is to support USAID's goal of well-managed urbanization and is realized under three USAID strategic objectives: Protection of the Environment for Long-term Sustainability; Democracy and Good Governance; and Broad-Based Economic Growth. The contract will support activities world-wide in four functional areas: (1) expanded and equitable delivery of urban services and shelter; (2) more effective, responsive and accountable local government; (3) reduced urban pollution; and (4) credit program monitoring. However, regions such as Eastern Europe and the Newly Independent States (ENI) have special characteristics that require expertise and knowledge of the region: economic restructuring and the transformation from authoritarian, centralized governmental systems to decentralized ones, both require perhaps slightly different emphases across the functional areas descried within this document. USAID will host a pre-award conference in the Ronald Reagan Building, Room 5.10a&b (with the time to be determined in the RFP) on July 15, 1998 to address any questions or concerns regarding this rocurement. Interested U.S. businesses should fax or mail acknowledgement of their intent to attend the conference along with questions concerning the RFP to: Margaret Kline, USAID, M/OP/B/LA at 202-216-3134 or by letter to: USAID, Office of Procurement, M/OP/B/LA, RRB Room 7.09.101, 1300 Pennsylvania Ave, Washington, DC 20523-7100. All correspondence must be submitted to USAID no later than July 10, 1998 and must include a Point of Contact, number of individuals planning to attend the pre-award conference, company name and address, phone and fax numbers so that USAID can provide confirmation of the date, time and conference room location. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation (please mail 3 self-addressed mailing labels) on a 3.5" floppy disk (WordPerfect 5.1/5.2 format).
