Research and Development Notice of Contract Action (NOCA), reference CBD Announcement No. 168279, 12 Feb 98. The Air Force Research Laboratory (AFRL) is issuing a draft Statement of Work (SOW) on 11 Jun 98, available on the AFRL Bulletin Board, Error! Bookmark not defined. and it will be titled Directed Energy HPM. Please provide written comments on the SOW by 22 Jun 98 to Ms. Marva Lucas. The RFP will be mailed on or about 6 Jul 98. Sources who responded to the Sources Sought Synopsis have been placed on the current Source List. This acquisition will be issued as a 100% Small Business (SB) Set-Aside. This acquisition involves technology that is subject to Export Control laws and regulations. Any resulting RFP will require that the contractors be registered and certified with Defense Logistics Systems Center (DLSC), 74 North Washington, Battle Creek MI, 49016-4312, telephone (1-800-352-3572). Foreign owned firms and large businesses are advised they will not be allowed to participate as the prime contractor. Any resulting contract will contain information up to the Top-Secret/SCI level and will require the contractor to maintain Secret Security clearances and Top-Secret facility clearances. The Standard Industrial Classified Code for this acquisition is 8731 with a size standard of 500 employees. The Government anticipates awarding an Indefinite-Delivery, Indefinite-Quantity contract under which Task Orders will be issued on a Cost-Plus-Fixed-Fee (CPFF) Completion Basis. The Government does not intend that Federally Funded Research and Development Center (FFRDCs) use privileged information or have access to facilities that compete with the private sector. Therefore, if any proposals respond with FFRDCs as subcontractors, their proposals must provide rationale that supports the unique capability of the FFRDC. Also, the contractor's proposal must demonstrate that the FFRDC can accept work from other than the sponsor. An Ombudsman has been appointed to hear concerns from offerors of potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Before contacting the Ombudsman, potential offerors should first communicate with the Contracting Officer.
