The Government National Mortgage Association, Ginnie Mae, a wholly-owned Government corporation within the Department of Housing and Urban Development (HUD), provides a secondary market for government insured/guaranteed loans through its Mortgage-Backed Securities programs. Ginnie Mae is soliciting for a contractor to serve as operational financial advisor. The successful offeror must have qualifications and experience in matters related to Mortgage-Backed Securities, Multiclass Securities, and other instruments in the capital markets. Services to be provided include providing agreed-upon procedures letters that Ginnie Mae can rely upon to assure that Ginnie Mae securities are issued in accordance with Ginnie Mae's policies and do not subject the government to any undue risk for its multiclass securities products and other structured securities products that are developed over the life of the contract. The financial advisor will also provide second opinions on new securities and products and program structures. A three year, single award is contemplated with 2 one-year options to renew. RFP GNMA-98-MC-01 will be issued on or about July 13. SIC 8999 applies. Brief written proposals limited to resumes of key personnel and past performance of the firm, and consisting of no more than 30 pages, will be due 30 days after issuance of the solicitation. Those firms which pass this portion of the competition will be invited to present a written technical description limited to 20 pages describing only their method of performing the statement of work. An oral presentation addressing the evaluation factors for award will then be requested of those firms still remaining in the competition.
