overseeing the transfer of the U.S. Bureau of Mines Rolla Research
Center facilities to the University of Missouri Rolla. A lead
assessment, using wipe samples has been performed and is available from
the BLM Industrial Hygienist. The services include the clean-up of lead
dust in Buildings 4 and 5 by environmental clean-up professinals who
are licensed by the State of Missouri as lead abatement supervisors and
lead abatement workers, using appropriate methods. Clean-up, both
hepa-vac and wet-wiping, is to include all exposed horizontal surfaces,
including beams and outside ductwork. Initial cleaning shall be
performed using a hepa-vac to remove any gross contamination, followed
by a wet cleaning with a TSP (Tri-Sodium Phosphate) solution. This
should remove the oily residue. A third cleaning, using Ledizolv should
remove any further lead residue. Disposal of all clean-up waste is to
be in accordance with all federal, state, and local hazardous waste
regulations, whichever is more stringent. Clean floors of Buildings No.
6 and 7 using the methods outlined above, excluding storage area full
of equipment. Leaves and debris on floors of these buildings are to be
picked-up under this contract. All activities related to the clean-up
of lead dust shall be performed in accordance with 29 CFR 1926.62, the
OSHA Construction Standard for Lead, which includes personal protective
equipment and monitoring. Sampling and analysis necessary to determine
if the buildings meet the HUD/EPA clearance level. This will satisfy
OSHA recommended criteria for lead dust using wipe samples. Building 4
contains approximately 2,900 square feet and housed a foundry
operation. Building 5 contains approximately 2,400 square feet and
housed the grinding room, a lab area, a restroom and a hoist system.
Building 6 houses a storage area, a finished break/mail room, a
finished office area, and a wet high intensity magnetic separator room.
Building 7 contains finished offices and a laboratory area. The
solicitation documents should be available on or about June 22, 1998.
