is requesting proposals from offerors that have technical expertise and
experience in judicial system reform in Latin America and the Caribbean
or in developing countries in other regions of the world, including
significant USAID project implementation experience in this sector.
This Program has been designed to provide technical assistance and
training to assist in the creation of Nicaragua's first Public
Defender's Office and the strengthening of the Attorney General's
Office. Program activities will be carried out under USAID/Nicaragua's
Rule of Law (ROL) Agreement signed with the Government of Nicaragua
(GON) on March 25, 1998. A project Implementation Unit (PIU) will be
required under the proposed contract which will be for a five year
period in Nicaragua beginning in 1998. Because the USAID contractor
will have two counterparts (the Attorney General's Office and the
Public Defender's Office), the PIU will be located in an office
independent of both institutions. TheMission anticipates awarding a
Cost-plus-Fixed Fee contract for the purpose of working in the
Institutional Strengthening Program in Nicaragua. The period of
performance of this Contract will be for approximately 5 years. RFP NO.
98-11 for this requirement will be available on or about June 22, 1998.
The closing date for receiving proposals should be August 11, 1998.

same. The Standard Industrial Classification Code for this procurement
