intends to acquire, on a sole source basis, consulting services to
assist EPA's Office of Human Resources and Organizational Services
(OHROS) in using version 7.0 of the PeopleSoft Federal Human Resources
Management System (HRMS). Additionally, OHROS requires training units
from PeopleSoft to implement and maintain the HRMS. It is the intent
of the government to solicit and award these consulting and training
requirements to PeopleSoft Federal, 6903 Rockledge Drive, Suite 110,
Bethesda, MD 20817. PeopleSoft is the developer of the software and the
sole possessor of the proprietary rights to source code which will
enable them to modify the software to EPA's unique systems
requirements. This will include providing support services in the areas
of data mapping the bidirectional interface between PeopleSoft and
EPAYS (the Agency's payroll system), re-engineering business processes,
and the implementation of Phases I-III of the system. PeopleSoft's
comprehensive training package provides for hands-on experience for
users and is designed to equip individuals with the essential
preparatory functional and technical skills that are required to
perform their specified tasks by project roles. Training will be
required for Phase I -- Phase III of the project development effort.
The anticipated period of performance for the implementation of all
three phases of the requirement is from July 1, 1998 through September
30, 2000. Phase I is scheduled to begin on or before July 1, 1998
through August 31, 1999. Subsequent options for Phase II and III
(beginning September 1, 1999 -- February 28, 2000 and March 1, 2000 --
September 30, 2000, respectively) are anticipated. A determination
will be made prior to the completion of each phase whether or not to
exercise the next phase(s). The solicitations will be conducted under
the provisions for Simplified Acquisition Procedures (SAP). Two (2)
Firm Fixed Priced deliver orders, one for consulting services and the
other for training units, are anticipated, under GSA Schedule
GS-35F-4410G. This notice of intent is not a request for proposals or
