CONTRACT FOR HYDROGRAPHIC SURVEYS AND RELATED DIGITAL PRODUCTS FOR THE
OMAHA DISTRICT SOL DACA45-98-R-0021, posted May 14, 1998, published in
CBD Issue No. PSA 2097, May 18, 1998. The Omaha District is seeking
firms enrolled in the Small Business Administrations Section 8(a)
program to provide surveying services. The original announcement
referenced above was published in order to conduct a market survey to
locate 8(a) firms that could lead a team capable of providing the
services, and requested submission of a statement of qualifications
(Standard Forms 254 and 255) from 8(a) firms. This amendment adds
services to the original announcement. Firms intending to submit should
include their qualifications for these additional services in their
submissions. The services are indicated by making the following changes
to the original announcement. Change the title to: SOURCES SOUGHT FOR
HYDROGRAPHIC AND LAND SURVEYING AND RELATED DIGITAL PRODUCTS FOR THE
OMAHA DISTRICT. In thesection titled CONTRACT INFORMATION, change the
last sentence to read "Types of services required will include
hydrographic, topographic, deformation and boundary surveying; GIS
applications; mapping and related digital products." (c) Delete the
section titled PROJECT INFORMATION and substitute the following: Task
orders under this contract may include but not be limited to
hydrographic, topographic, structural deformation, and boundary
surveying, GIS application development, and related digital products to
include digital orthophotography. All hydrographic work will be in the
Missouri River system above Rulo, NE. Topographic and boundary work
may be anywhere in the U.S. (with higher headquarters approval), but
will be primarily within the Omaha District. Hydrographic work will
require computer driven depth and position system with on-board
plotting capability and boats ranging from 30 feet long to an airboat
to a small outboard. The ability to provide positioning of the boat
utilizing differential GPS techniques as well as traditional
range/range and range/azimuth will be required. Topographic mapping
will be required to be done with total stations, use of Global
Positioning System (GPS), and photogrammetry. Utilization of break-line
and mass point data collection technology will be required in all
topographic mapping. Structural deformation surveying will be required
to be performed on earthen dams as well as hardened structures
throughout the civil boundaries of the District. First order horizontal
and vertical surveys will be required for the deformation surveying
utilizing first order electronic leveling instruments and survey grade
GPS receivers. Static, rapid static, and RTK GPS survey techniques as
well as conventional trilateration will be required in performing the
horizontal positioning of the structural monitoring points. Boundary
surveys must meet state codes and be signed and recorded by a surveyor
licensed in that state. GIS products developed in the following GIS
software will be required: ArcInfo, ArcView, MGE, Geomedia, Geowebmap.
Database software used in conjunction with this software will include
but not limited to Oracle, FoxPro, and Access. Databases will be
required to be developed in an ODBC environment in various delivery
orders. Electronic map files will be required. Digital map deliverables
will be edited and developed using Bentley Microstation CADD and
Inroads using Unix and Windows NT operating systems. Mapping and GIS
products developed according to Tri-Services Spatial Data Standards
will be required. Use of the metric system of measurement may be
required for some deliverables under the proposed contract; however,
metric system experience by submitting firms is not required for
selection. (d) In the section titled SELECTION CRITERIA delete criteria
(a)(1), (2) and (3) and replace with the following "Hydrographic,
topographic, deformation, and boundary surveying, GIS application
development and mapping as described above." In criterion (b) add the
following disciplines: land surveyorand civil engineer. (e) In the
section titled SUBMITTAL REQUIREMENTS, change the submission closing
date to July 13, 1998. All other information in the original
