This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation, No. RFQ80138 will include all applicable provisions and clauses in effect through FAR FAC 97-04. However the solicitation is not set-aside for small businesses. The Standard Industrial Code is 2836. Requirement: The National Cancer Institute is soliciting quotations for 200 mg of clinical grade (cGMP) TGF(alpha)-PE38. Production of the bacterially expressed protein shall be from 250 grams of bacteria provided by the government. The production shall be under the Good Manufacturing Practices as prescribed by the Food and Drug Administration under the current Good Manufacturing Practices as prescribed by the Food and Drug Administration under the Code of Federal Regulations. The purified protein product shall be quality assurance tested and supported by a Certificate of Analysis for patent administration. Production protocols will be needed to support an IND application. Production should take approximately eight (8) weeks to complete. Offerors must provide a proposal, descriptive literature, any warranties, and/or other materials that demonstrate that their offer meets the foregoing requirement. The purchase order will be issued to the responsible offeror with the lowest-price that fully meets the requirements of the solicitation. This solicitation incorporates the provisions at FAR Clause 52.213-4, Terms and Conditions -- Simplified Acquisitions. Likewise, Offerors must submit a complete copy of Representations and Certifications, including the provision for the DUNS Number (FAR Clause 52.204-6), with their offer. The Representations and Certifications must be signed by an authorized representative of the offeror.
