Radiographic Hydrodynamics Test (DARHT) Project is a $270M construction
effort funded by the Department Of Energy to be built at Los Alamos
National Laboratory. The project will provide a flash x-ray
hydrodynamics testing facility for use in the DOE's Stockpile
Stewardship. This program has been developed to maintain the nation's
nuclear weapons stockpile into the indefinite future without
underground testing. The project is being conducted in two phases; the
first phase is installing and commissioning its flash x-ray and
associated components while completing conventional building
construction. The second phase will be a joint effort of LBNL, LLNL and
LANL. It will be a radiographic system capable of generating and
recording four high-resolution x-ray pulses over a short period of
time. This phase of the project will be completed by the end of FY2002.
2. The project intends to issue a contract for System Engineering
support to aid and assist the project leadership in the efficient
management of this multi-faceted, multi-laboratory, complex project.
The successful Subcontractor should be capable of providing project
plan analysis using probabilistic risk assessment techniques, including
industrial design approaches, recommend changes to the optimize the
plan with respect to risks for cost, schedule and performance; develop
an end-to-end engineering model of the DARHT radiographic system that
will support engineering trades in system performance; perform
Reliability And Maintainability (RAM) analysis of the DARHT system and
identify areas for improvement; develop a system of documentation to
support configuration control at sub-system interfaces; and be capable
of providing high level technical staff expertise on short notice to
perform specific technical analyses and resolve issues and problems
that arise during the project. Subcontractor's personnel must be "Q"
cleared or be capable in obtaining a DOE "Q" clearance. 3. Firms
