Environmental Excellence (AFCEE), Brooks AFB, San Antonio, TX, is
seeking qualified firms to provide contract services for Hazardous
Material/Hazardous Waste Management under a firm-fixed price contract.
The contemplated contract will have a basic 12 month period of
performance with four 12 month options. The purpose of this effort is
to provide services for the effective implementation, and day-to-day
operation (normal business day) of an Air Force base Hazardous Material
Pharmacy Program (HPP) and Hazardous Waste program. The hazardous
material tasks are in accordance with Air Force Instruction 32-7086,
Hazardous Material Management http://afpubs.hq.af.mil/. The tasks are
primarily those listed under installations CE (various chapters, and
sections). The effective implementation of these programs will support
pollution prevention by controlling, and managing hazardous materials
received, issued, stored, in use, or transferred off the base
(including ozone depleting substances, petroleum, oil and lubricants).
It will further support compliance, through pollution prevention, by
effectively managing hazardous waste including the active pursuit of
the elimination of hazardous waste. A summary of the requirements are
provided as follows: A). HPP: Services are directed toward the
establishment, operation, and maintenance of the installation hazardous
material pharmacy program (HPP), including the authorization of
material prior to obtaining the material, tracking the receipt, issue,
storage, and proper disposal of all hazardous material, and the proper
management of the generation of hazardous wastes for all entities on
the installation. It also includes shelf life management to preclude
unnecessary disposal. It does not include supplying the base with
hazardous materials. Supplying materials will remain the responsibility
of the material supply organizations. This service will also provide
advice and act as a resource for the characteristics of the hazardous
material, to verify quantities requested, to validate the
appropriateness of their use, to verify technical requirements, and to
suggest alternatives. B).Waste: The hazardous waste program shall
include the overall responsibility for the operation and management of
the accumulation sites, forms required for all waste transactions,
data collection on all hazardous waste, transportation (on-base) to
central site, turn-in procedures for the installation, and training for
waste handlers per AFI 32-7042 Solid and Hazardous Waste Compliance
http://afpubs.hq.af.mil/, 40 CFR, and applicable DoD directives. C).
HMMP: This effort shall include the establishment, operation and
management of the installation Hazardous Materials Management Program
(HMMP), in accordance with AFI 32-7086, including chairmanship of the
HMMP Team. D). HMRPP: This effort shall also include participation in
the Hazardous Material Reduction Prioritization Process (HMRPP), as
necessary. It will also include the identification and documentation of
pollution prevention opportunities as revealed during the normal course
of work. E). OIs: It shall also include the preparation and maintenance
of operating instructions for the tasks described herein. This effort
shall also include providing training on the HPP services, and HMMP
function to the base members (newcomers briefings, periodic refresher,
IMPAC training sessions, etc.). F). ADP: It shall also support
reporting requirements by maintaining a comprehensive, accurate, and
continually updated tracking database system. The effort shall also
include training users on the automated system. G). Skills: This
service may require various levels of expertise in the areas of
material management, industrial hygiene, hazardous material management,
environmental management, information management, and safety. Those
responding should emphasize DoD and Air Force experience accomplishing
the service described herein. Quality assurance evaluations for this
service will focus on task accuracy, timeliness of performance, and
percentage of the resident organizations being provided this service.
