SYNOPSIS/SOLICITATION for construction prepared in accordance with
information in FAR Subpart 13.003 as supplemented with the additional
information included in this notice. PROPOSALS ARE BEING REQUIRED AND
A WRITTEN SOLICITATION WILL BE ISSUED. (ii) Solicitation number
1PI-R-1086-98 and is issued as a Request for Proposal (RFP). (iii) This
solicitation documents are incorporated provisions and clauses in
effect through Federal Acquisition Circular 97-3.(iv) The Standard
Industrial Classification (SIC) Code is 1761, with a small business
size standard of $7.0 Million. This procurement is unrestricted and is
being advertised as full and open competition. (v) The contractor
shall replace the roof on the west UNICOR building, Federal Prison
Industries, 9595 West Quincy Avenue, Littleton, CO. PERIOD OF
PERFORMANCE: Work will be begin on or before July 6, 1998 and completed
on or before August 4, 1998. LOCATION: The site of the work is at the
Product Support Center. The premises concernedin the project are
Government owned. DESTINATION: FOB Destination to UNICOR, Federal
Prison Industries. SITE VISITS: Site visits may be visited during
normal hours. Please contact Pat Hull-Madrid (303) 980-2349. This
contract comprises of tear-off and removal of two areas, both areas on
the same roof, approximately 6040.00 square feet (area #1 and 5375.79
square feet area #2). A total of 11,415.79 square feet of built up
roof. Finish grade to roof deck varies from 14' -- 0 to 19' -0. The
Contractor will replace the existing built up roof with the
installation of a single Ply EPDM Non-Penetrating Mechanically attached
system. The Owner recommends the contractor bidding on the project to
visit the site and make themselves aware of the condition. The
Contractor will return all areas damaged during construction to ta
appearance equal to that of the existing area prior to construction.
West side area #1: 68' X 52'9 = 3,587.0 square feet and 33' X 74' 7" =
2,453.0 square feet for a total square footage of 6060.00 square feet.
East Side Area side #2: 52'10" X101'9" total square footage for an
overall total of 11,415.79 square footage. Roofing specifications: EPDM
Single Ply Membrane Non-Penetrating Roof Installation (PART I. GENERAL
DESCRIPTION) The intent of the specifications is to provide for the
furnishing and installation of a Single Ply EPDM Non-Penetrating
Mechanically Attached Roofing System (Ethylene Propylene Dien Monomer),
in according with the manufacturer's printed and published
specifications, warranted for a ten year period, meeting Factory
Mutual's Windstorm Resistance Classification of I-90. 1.01 EXACT
LOCATION: Drawings, with the exception of outside dimensions, will be
considered strictly diagrammatic on contract concerns. Exact details
and penetrations will not be shown on drawings. Contractors are
encouraged to visit the actual work site prior to bid. 1.02 QUALITY
ASSURANCE: (A) This roofing system must be applied by roofing
contractor authorized by a Non-Penetrating Mechanically Attached
membrane manufacturer. (B) An inspection shall be made by a
representative of the manufacturer at least once during the
installation (date to be established by owner) and upon completion of
the installation, to ascertain that the roofing system has been
installed according to the applicable specifications and details. (C)
There shall be no deviation from this specification without prior
written approval of the contracting officer. All submissions to the
contracting officer requesting deviations from the specifications shall
show the approval of the roof membrane manufacturer. (D) Membrane
installer must have at five (5) years experience with installing Single
Ply Membrane Roof Systems. (E) The institution reserves the right to
test the new roof to ensure that are no leakage or ponding prior to
acceptance, and in accordance manufacture's recommendations. (F)
Non-Penetrating is defined as: no fasteners through final layer of
single ply membrane. 1.03 PRODUCT DELIVERY, STORAGE AND HANDLING: (A)
Deliver materials in original unopened containers. (B) Containers are
to be labeled with manufacture's name, brand name, installation
instructions and identification of various items enclosed. (C) Store
materials, except membrane, in dry area and protect from water and
direct sunlight. Damaged materials shall be replaced at contractor's
expense. (D) Store materials, except membrane, between 60 degrees F and
80 degrees F. If exposed to lower temperature, restore to 60 degree F
minimum temperature at contractor's expense. (E) Contractor will be
present to receive delivered materials and will be responsible for
proper storage facilities. (F) Store materials in such a manner that
the Contracting Officer may easily check quantities. (G) The
institution has no enclosed storage area for use by the contractor;
therefore, the Contracting Officer will identify an open area for
storage outside the secure perimeter of the Institution. The Contractor
will need to secure this area with an eight foot fence and will also be
required to keep this area clean and orderly. 1.04 SURFACE PREPARATION:
The Contractor will be required to perform an infrared roof moisture
analysis to determine if water infiltration and deteriorated thermal
insulation is present. If water infiltration and deteriorated thermal
insulation is found, repairs will be made to the satisfaction of the
EPDM Manufacturer. Manufacturer's representative will be required to
inspect surface preparation no sooner than one working day prior to
installation, and to give written certification to the Contracting
Officer that states that the roof is properly prepared for
installation. 1.06 SUBMITTALS: Samples of all materials used in this
installation (application), which are not supplied by the Roofing
System Manufacturer shall be furnished to the Roofing System
Manufacturer for his written approval prior to any installation at the
work site. NOTE: No materials shall be installed until written
approval of all materials by the Roofing System Manufacturer is
furnished to the Contracting Officer by the Roofing installer. (A) The
Roofing Contractor shall make sufficient test cuts of the existing
roofing materials prior to commencement of any work and shall have a
"reliable determination" made of the presence or absence of any
Coal-Tar Pitch. This above-mention determination shall be made known to
the Roofing Membrane Manufacturer and the Contracting Officer in
writing. (B) The Roofing Membrane Manufacturer shall acknowledge in his
written approval of all roofing materials that the matter of the
presence of Coal-Tar Pitch has been reviewed and what precautions,
additional materials, substitution of materials, etc. is required to
provide a complete roof installation which shall be guaranteed by the
Roofing Membrane Manufacturer per the requirements of these
Specifications. PART II. APPROVAL, CERTIFICATION, WARRANTY AND
MAINTENANCE) 2.01 APPROVAL AND CERTIFICATION OF ROOFING SYSTEM: (A)
Prior to installation of any materials, the Roofing Contractor shall
submit to the Contracting Officer all materials and assemblies proposed
for use. This submittal shall bear the written approval of all
materials and assemblies by the Roofing Systems Manufacturer prior to
submission to the Contracting Officer. (B) The Roofing Systems
Manufacturer shall carefully review the above mentioned submittal from
the Contractor, and shall certify in writing, all materials to be used
in constructing the roof system proposed, whether furnished by the
roofing system manufacturer or by other materials manufacturer(s), are
compatible, proper and adequate for use on this project and that upon
completion of the installation, the roofing system manufacturer's ten
(10) year warranty will be issued to the U.S. Government's Contracting
Officer. (C) The roofing system manufacturer shall also furnish with
the above mentioned certification, a complete set of written
instructions for the proper application of all required materials for
the complete (entire) roofing system. These written instructions shall
include, but not limited to the following: (a) Flashing and Counter
Flashing Details. (b) Insulation Installation. (c) Water cut-off. (d)
Caulking and Contingent Materials. (e) Roof Walkway Protection
Material. (f) Layout of Membrane Roofing. (g) Seaming and Sealing of
Membrane Roofing Joints. (h) Monofoam Installation (if required). (i)
Nailing and Fasteners (j) Descriptive literature, technical
information, brochures, etc. (k) Approved listing of all materials by
brand name, functional materials name, etc. Which should be
incorporated in the work to provide a complete roof system. (D) Theses
written instruction shall be furnished to the Contracting Officer
(minimum of 3 sets or as otherwise required by the Contract Documents).
All related submittals and Shop Drawings will be finalized prior to
commencement of the Project, and utilized by the Contracting Officer
and Project Representative during installation of the work to ascertain
compliance wtih the roofing system manufacturer's requirements. (E) The
roofing system manufacturer's qualified representative shall review
these written instructions above with the contractor, contracting
officer, project representative and facility manager during the site
visit -- first day of the roofing system installation (application) --
and shall furnish any additional instructions, clarifications,
details, etc., as may be found to be required at that time. 2.20
WARRANTY: (A) The Contractor warrants to the Owner that all materials
and equipment furnished under this Contract will be new unless
otherwise specified, and that all work will be of good quality, free
from faults and defects and in conformance with the Contract Documents.
All work not conforming to these requirements, including substitutions
not properly approved and authorized, may be considered defective. If
required by the Contracting Officer, the Contractor shall furnish
satisfactory evidence ad to the kind and quality of materials and
equipment. This warranty is not limited by the provisions of the
paragraph below. (B) If, within ten (10) after the Date of Substantial
Completion of the Work or designated portion thereof or within then
(10) years after acceptance by the Government of designated equipment
or within such longer period of time as may be prescribed by law or by
the terms of any applicable special warranty required by the Contract
Documents, any of the Work is found to be defective or not in
accordance with the Contract Documents, the Contractor shall correct it
promptly after receipt of a written notice from the Contracting Officer
to do so unless the Contracting officer has previously given the
Contractor a written acceptance of such condition. This obligation
shall survive termination of the Contract. PART III. MATERIALS AND
INSTALLATION -- 3.01 THERMAL INSULATION: (A) Thermal insulation shall
be of the "Rigid Board Type" or equal, as per the manufacturer's
specifications. (B) The thermal insulation shall be the following type
unless found to be incompatible with the Roofing System Manufacturer's
requirements for a Warranted (Guaranteed) Roofing System: 1" Rigid
Fiberboard. (C) The thermal insulation shall be ASTM 208, high density,
minimum 1 inch thick, meeting manufacturer's and F.M.'s requirements.
(D) Water sensitive thermal insulation and any other water sensitive
roofing materials shall be kept dry at all times. Where materials must
be stored outdoors, the materials shall be covered with polyethylene
tarps or other suitable waterproof tarps which shall be furnished and
installed by the Contractor. (E) No unit(s) having defects is to be
installed in this work. All unsuitable or defective material(s) shall
be removed from the job site on a daily basis to preclude incorporation
in the work. In no event shall more thermal insulation be placed on the
surface to be roofed than can be covered with roofing membrane prior to
the onset of inclement weather or termination of the day's work. (F)
The thermal insulation shall be protected from water at all temporary
terminations during installation by a suitable water cut-off and/or
water dam as specified and recommended by the Roofing Membrane
Manufacturer. The thermal insulation shall be neatly cut to fit around
all roof penetrations and projections, and shall be tapered as
required to ensure adequate drainage. All joints shall be tightly
butted in all directions. The insulation around all existing and
proposed roof drains shall be featerhed or tapered to provide a sump
area. The newly installed roof insulation shall conform as closely as
possible to the existing slopes, valleys, crickets, etc. as now exist
on the existing roof deck. The Roofing Contractor shall neatly cut,
bevel, taper, etc. the new roof insulation to conform to the valleys,
crickets, slopes, etc. in both plan and elevation. Insulation must be
installed in such a manner so as to ensure no ponding occurs. 3.02
WATER CUT-OFF: (A) Water cut-offs shall be made by extending the
membrane beyond the thermal insulation and setting the end of the
roofing membrane in six (6) inches of plastic roof cement. All
temporary water cut-offs shall be removed prior to proceeding with the
next period, by cutting off that portion of the roofing membrane that
has been in contact with the plastic roofing cement and disposing of
it. (B) The above stated method shall be utilized to provide Water
Cut-offs unless another method is specified by the Roofing System
Manufacturer. 3.03 FLASHING: (A) Flashing shall be installed at all
intersections of roof with sloped or vertical surfaces, roof
interruptions and penetrations in accordance with the Roofing System
Manufacturer's currently published drawings consistent with job
conditions. (B) All flashings and terminations shall be securely
fastened in the plane of the roof deck with suitable fasteners to
provide a holding force of not less than the expected life of the roof.
Fasteners shall be installed so as to be subjected only to shear
forces, unless suitable expansion type fasteners are used in an
approved manner per the Roofing System Manufacturer. Fasteners shall be
installed at intervals not to exceed four (4) inches unless otherwise
specified by the Roofing Systems Manufacturer. (C) Fasteners and
roofing nails used to secure flashings shall be galvanized metal or
corrosion resistant materials with a head diameter of not less than 3.8
inch unless otherwise specified by the Roofing Systems Manufacturer.
All joints between longitudinal segments of the metal flashing shall be
made in accordance with standard details of the Roofing System
Manufacturer. (D) Counter flashing materials shall be new and shall be
as specified by the Roofing Systems Manufacturer. (E) No existing wood
nailers in any existing reglets shall be used for attachment of new
flashing or Counter flashing. (F) All pipe flashings shall be provided
with a EPDM vent pipe cover furnished by the Roofing Systems
Manufacturer. A two (2) inch minimum overlap of roof membrane, shall be
adhered to the EPDM flague, in accordance with the Roofing System
Manufacturer's approved details. (G) All base flashing shall extend up
vertical surfaces eight (8) inches (minimum) and onto the horizontal
roof surface not less than three (3) inches except as may be required
by the Roofing Systems Manufacturer. (H) All metal base flashing shall
be installed by nailing to treated wood nailers unless otherwise
required by the Roofing Systems Manufacturer. (I) Furnish shop drawings
for all metal assemblies for approval prior to fabrication. Metal
assemblies include all flashing/Counter flashing details, assemblies
for use beneath rooftop mounted equipment, fascia details and base
flashings. Approval required prior to installation. EXPANSION JOINTS:
All required expansion joints whether existing or new, shall be
installed by the Roofing Contractor in strict accordance with the
Roofing Membrane Manufacturer's recommendation and approval details.
(J) Existing cap flashing will be re-used. 3.04 CAULKING AND CONTINGENT
MATERIALS: (A) Caulking materials, where required, shall consist of
materials compatible with the EPDM Roof Membrane. (B) Caulking shall be
installed in accordance with the Roofing System Manufacturer's
instructions. 3.05 ROOF WALKWAYS: The Roofing Contractor shall provide
and install rubber mat C. T. Traffic Block or equivalent. Walkways are
required at all traffic concentration points (i.e., roof hatches,
access doors, rooftop ladders, etc.) regardless of traffic frequency,
and shall be around all roof mounted equipment and machinery. 3.06 ROOF
MEMBRANE: The roofing membrane shall not be less than .060 or .045
inches in thickness with a sheet size of 7 feet wide or 5 feet wide and
the longest length available as determined by existing job site
conditions EPDM meeting manufacturer's specifications as stated and
tested to meet FM I-90. SPECIAL CONTRACT REQUIREMENT: (WAGE
DETERMINATION TO THIS CONTRACT) -- The rate referred to in the
Davis-Bacon Act for laborers and mechanics, etc., are included in the
General Wage Determination Administration Wage and Hour Division,
Decision No. CO970005, dated 05/22/98. Payment will be made to
individuals used in the performance of this contract thewage rates
contained in accordance the above mentioned Wage Determination.
REQUIRED INSURANCE: In accordance with Standard Contract Entitled
"Insurance-Work on a Government Installation FAR 52.228-5. The Contract
shall procure and maintain during the entitle period of his performance
under this contract the following minimum insurance. (1) GENERAL
LIABILITY INSURANCE: Bodily injury liability minimum limit of $500,000
per occurrence is required on the comprehensive policy. AUTOMATIC
LIABILITY INSURANCE: This insurance is required on the comprehensive
form policy and shall proved bodily injury liability and property
damage liability covering the operation of all automobiles used in
connection with the performance of the contract. The minimum limits of
$200,000 per person and $500,000 per occurrence for bodily injury and
$20,000 per occurrence for property damage is required. WORKMEN'S
COMPENSATION AND EMPLOYER'S LIABILITY INSURANCE. Minimum amount of
$100,000 or as required by the State of Colorado. The CONTRACTOR

between $25,000 and $100,000. (viii) CLAUSES/PROVISIONS: FAR 52.228 "
