All buses shall be American made, current year models, air conditioned and will meet the EPA CAFE ratings. Buses shall be the manufacturer's standard exterior paint and color (non-lead yellow with white roof top). Specifications requirements include but not limited to: Equipment and Components(bus, heavy-duty components and equipment), unless extra heavy duty items are specified, shall be furnished with OEM's standard heavy-duty components and equipment offered commercially. (a) chassis frame, body mounts, chassis components, (b) doors-entrance jacknife type, galvanized steel, piano type hinges and door-emergency galvanized steel, brass hinge pins, single point positive slide bar latch, shielded interior handle, tempered glass (c)floor covering-aisle ribbed black rubber with aluminum trim, floor covering-entrance ribbed black rubber with white step nosing, floor covering-driver smooth black rubber and floor covering-underseats smooth black rubber with cove molding (d)gauges-engine temperature, ammeter or voltmeter, oil pressure and fuel (e) horns-dual electric (f)lights- 4" round white lens back-up lights, roof cap clearance lights, dome lights, roof cap identification lamps, clear lens stepwell lights, stop lights, two rectangular halogen headlamps (g)mirrors-interior 6"x30" laminated rear view, mirror-exterior shall comply with FMVSS, State and local requirements (h)rain wells-full length of body and above side and rear windows, entrance doors (i)reflectors-3/4" four red and two amber (h)rub rails-double profile formed steel (j) seat-driver four way adjustable seat, contour padded back and cushion, vinly upholstery, floor mounted automatic locking retractor seat belt, seat-passenger shall meet FMVSS standard with full padded vinly upholstery (k)speedometer-electronic (l)step-hanle cowl- folding step each side with aluminum handles each side of windshield, (m) stepwell- 2 or 3 step stepwell, 24" wide, ribbed non skid treads, (n) stop arm- stop arm and activator shall comply with FMVSS (o)tires -- 10R22.5F-12 ply, 22.5 X 7.50 cast spoke wheels (p) transmission- 4 speed automatic and heavy duty transmission or transaxle oil cooler (q) windows-side split-sash extruded aluminum, cleared tempered safety glass windows-rear stationary viewing windows in rear, windows-driver transit type horizontal sliding, aluminum frame, clear tempered glass (r) windshield -- two piece flat glass solex, set in key lock rubber (s)wiper; bottom mounted two-speed electric wipers, non-glare arms and blades (t) bumpers-front and rear bumpers black and triple profile formed steel, chassis anchored, and anti-hitch (u)engine components and systems -- unless specified, shall be of the highest OEM net horsepower which meets or exceeds the specified vehicle MPG requirements (v) air pollution control-must comply with EPA regulations (w)suspension and steering-OEM heaviest duty available springs and shocks and power assisted steering system provided (x)driving axle-OEM highest numerical axle ratio (y)tires-OEM radial in at least the minimum size specified with all season or regular highway tread (z)brake system-standard hydraulic brake system with spring-set rear wheel parking brake lever operated control. Automatic antilock brake system shall be furnished. The contract type resulting from this solicitation will be a Firm Fixed Price (Base plus Two Options). Delivery of buses will be 45 calendar days after contract award. The Standard Industrial Code (SIC) is 7514 and the annual business size is 18.5 million. This solicitation is restricted to Small Business Concerns. Invitation for Bid (IFB) packages will be issued on or about 19 June 1998 with bids due 21 July 1998 at 2:00 p.m. (Guam Time).
