17. This is a mdification to the original synopsis. The following is a
list of changes: a. Period of Performance shall be 45 days from the
award date. b. Maximum power outage shall be 12 hours. c. Two weeks
notice shall be provided prior to outages. d. Work is 7 days a week,
night or daytime (may vary for overtime) e. Delete item 6 under repair
work. f. Delete item 3 under repair report to Government QAE. g.
Contractors are required to provide only one proposal to include all
materials necessary to work as required in item d. Materials to include
illuminators and generators for evening work as required. h. Contractor
to provide replacement heaters for each circuit breaker cubicles. i.
Contractor to provide spare sleeves. j. Government will provide only
one spare bottle to put in a broken cubicle. k. Contractor to replace
DPDT switch. l. Contractor Qualifications are as follows: -- All work
shall be performed under direct supervision of a registered electrical
engineer, which has been regularly engaged in power system repair and
acceptance testing for a period of not less than five years. The
engineer, who must be a full time (40 hour/week) employee of the
Repair/Testing Company, shall review and evaluate all repair/test
results and provide a certified report. -- The contractor shall be
regularly engaged in the repair/testing of electrical equipment
devices, installations, and systems. The contractor shall utilize
technicians who are regularly engaged in repair/testing of electrical
equipment devices, installations and systems for a period of not less
than five years. -- The contractor shall submit proof of the above
qualifications with bid documents. -- This contract shall conform to
ANSI/NFPA 70E, Electrical Safety Requirements for Employee Workplaces,
and to Applicable State and Local Safety operating procedures as well
as to National Electrical Code (1996 NEC). Shall also conform to AFI
32-2001-The Fire Protection Operations and Fire Prevention Program.
