Flight Center (GSFC) plans to issue a Request for Offer
(RFO)5-62169-311 on a sole-source basis to the Canadian Commercial
Corporation (CCC) for 100% subcontracting to EG&G Canada Ltd., for the
acquisition of the design, build, test and delivery of eight
engineering model and 16 space flight model silicon avalanche
photodiode detector (APD) modules. These modules will be incorporated
into the Geoscience Laser Altimeter System (GLAS) instrument to measure
Earth polar ice sheet elevation from laser altimetry returns at a
wavelength of 1064 nm. The successful APD must provide the following
capabilities: quantum efficiency greater than 30% at 1064 nm wavelength
and dark noise equivalent power at 10 MHz less than 0.100 pW/Hz1/2 with
minimum responsivity (for the module) of at least 150 kVolts/Watt at
T=20 C. NASA GSFC intends to enter into a fixed-price contract with the
CCC for 100% subcontracting to EG&G Canada Ltd. which has a patented
approach in the design of its APD modules.This is the only design known
to the Government to satisfy all minimum requirements. EG&G is the only
known manufacturer of the proposed APD module capable of meeting the
Government's minimum technical requirements. The statutory authority is
10 U.S.C. 2304(c)(1), Only One Responsible Source. This procurement is
being conducted under the NASA MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy. See CBD Net Numbered Note 26.
Interested firms have 15 days from publication on the Commerce Business
Daily to submit their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after 15 days without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed contract, on a full and open basis, based upon responses
to this notice, is solelywithin the discretion of the Government. Firm
date for receipt of offers will be stated in the RFO. All responsible
sources may submit an offer which shall be considered by the agency.
