Training is required by the Kenyan Air Force (KEAF) in support of two
(2) C-130B aircraft procured through disposition of USG Excess Defense
Article (EDA) and in conjunction with the Foreign Military Sales (FMS)
program. Proposed training will be Contractor, Type 1 Special Training,
procured by the Air Education and Training Command (AETC) and presented
under the auspices of the Security Assistance Training Program. All
instruction and technical information shall be UNCLASSIFIED and
conducted in the English language. Aircrew training is envisioned to be
conducted in CONUS. If maintenance training can be conducted
in-country, the country's aircraft and equipment will be used . b.
Training shall be provided to KEAF C-130B aircrew personnel. Content of
the courses shall include, but is not limited to, the following: Pilot,
Co-pilot, Flight Engineer, Navigator and Loadmaster duties and skills
equivalent to C-130B aircrew technical training for the same USAF
positions. A total of three aircrews consisting of four (4) KEAF
personnel (pilot, co-pilot, navigator, and flight engineer) are to be
trained to the initial qualification level. Initial loadmaster training
shall be conducted in-country with at least three (3) personnel to be
trained. c. Training shall also be provided to KEAF C-130B maintenance
personnel. Numbers of in-country maintenance personnel to be trained
are not known at this time. However, formal classroom and structured
OJT Organizational "O" Level maintenance training equivalent to USAF
C-130B maintenance specialties is also required. d. Aircrew training is
requested for the FY 99-00 timeframes. Maintenance training will be at
least 24 months in duration and should be concurrent with the 24-month
Contracted Logistics Support (CLS) contract effort which will be
procured by the C-130 SPO (WR-ALC/LBRSM.) 2. Training a. The Contractor
shall propose the course contents, appropriate subjects, and duration
of training. The objective of the training is to prepare students to
perform initial duties of pilot, co-pilot, navigator, flight engineer
and loadmaster in the C-130B. Additionally, the objective of the
training is to prepare maintenance personnel to maintain the C-130B
aircraft at the "O" level. The students shall receive the necessary
skills to maintain the C-130B aircraft on a daily basis without
additional knowledge, skills, or assistance. b. The Contractor shall
provide course documents reflecting training course content and
duration, and provide course outlines detailing the individual topics
of instruction and hours necessary to train the country's personnel.
Training shall include combinations of formal instruction and necessary
"hands-on" practical exercises to develop skill proficiency. 3. Student
Support/Prerequisites a. Student Prerequisites. (1) Students shall be
KEAF pilots, co-pilots, flight engineers, navigators and loadmasters
assigned initial (entry level) operational duties in the C-130B
aircraft. (2) The student (s) will possess a minimum of 70 English
Comprehension Level (ECL), as documented by the KEAF. No requirement
for translation during training will be required. The least capable
student will be expected to "understand spoken English and fully
comprehend technical manuals." (3) Aircrew students will be qualified
in like position for similar aircraft flown. No initial pilot flying
training is to be provided. (4) Maintenance personnel must have prior
aircraft maintenance experience. b. Student Housing. Contractor shall
provide suitable housing for the students. Officers shall be quartered
separately in single rooms. Two enlisted men usually share one room.
Cooking facilities are not required. Housing shall not be provided for
accompanying dependents. c. Student Ground Transportation. Contractor
shall provide transportation to and from the airport. Contractor shall
also provide daily transportation between the training facility and the
students' quarters. d. Student Airfare. In the event that training is
conducted in CONUS, student airfare from Kenya to CONUS airport nearest
the training location and return will remain responsibility of host
