CREW (TECHNICAL EQUIPMENT AND PERSONNEL) TO PRODUCE LIVE PROGRAM IN
ROSWELL, NEW MEXICO. This is a Request for Quotation No. B/PA-98-19
using Simplified Acquisition Regulation (FAR) Part 13. Quotes that
exceed the simplified acquisition threshold will not be considered. The
United States Information Agency's, International Bureau of
Broadcasting (IBB) in conjunction with the State Department's Bureau of
International Narcotics and Law Enforcement Affairs has a requirement
to produce a program at the Performing Arts Center in Roswell, New
Mexico on July 8, 1998. The program will include the interactive
participation of three Lation American cities, Mexico City, San
Salvador and Honduras. The purpose of this program is to draw domestic
and international attention to the importance of drug deman reduction
and gang violence elimination. Our requirement consist of the
following technical equipment and personnel to produce this broadcast.
1. FULL BROADCAST PRODUCTION TRUCK, which includes:a. A minimum of
four broadcast quality cameras w/tripods and dollies cable runs will be
150'-500' b. Video Switcher with at least two effects buses,
two-channel DVE, still storer, and chyron. c. Audio Mixer, dual channel
(minimum 32 input x 32 output) We will need the truck to be able to
feed audience full program, both in Spanish, and English. d.
Microphones: two (2) free standing microphones for audience
participation/one (1) RF hand held microphone for host/four (4) double
miked lav microphones (eight (8) mic's total), one (1) goosed neck
podium mic (RE18 equivalent) e. IFB's: one wireless, and four hard
wired f. A small speaker to be used as back up to the IFB system g.
Three (3) Beta SP videotape machines (two records, and one playback) h.
Three (3) -- Monitors (two (2) -50" on stands, and one (1) -- 25") i.
Seven (7) -- Phone lines (i.) English program -- hybrid (ii.) Spanish
program -- hybrid (iii.) Director to Director -- (Headset) (iv.)
Technical coordination (v.) Program backup tothe satellite -- English
(vi.) Program backup to the satellite -- Spanish (vii.) Production
coordination j. Contractor shall provide all video and audio cables
necessary for production CONTRACTOR PERSONNEL: Contractor shall provide
all necessary crew as identified below: a. Engineer in charge (1 ea);
b. Technical Director (1 ea); c. Audio Technician (1 ea); d. Video
Technician (1 ea); e. Videotape Operator (1 ea); f. Cameramen (4 ea);
g. Floor Director (1 ea); h. Grips two (2 ea) for set up and tear down;
i. Makeup Artist (day of program only) (1 ea) and j. Chyron Operator
(day of program only)(1 ea). DELIVERY SCHEDULE AND PERFORMANCE
SCHEDULE: Contractor must have the Production Truck at the Performing
Arts Center in Roswell, New Mexico on July 07, 1998 at 11:00a.m. (local
time). Crew call shall be at 1:00p.m. (local time). On July 08,1998,
(program day) crew call shall be at 8:00a.m. (local time). The Agency
and contractor shall do a full test/rehearsal with satellite at
10:00a.m. (local time). Lunch break at 11:00a.m. (local time). Full Fax
at 12:00p.m. (local time). 2. ADDITIONAL EQUIPMENT AND PERSONNEL
NEEDED: a. Satellite uplink truck (Performing Arts Center has indicated
fiber not available) (1 ea) b. Electrical generator, for production and
uplink trucks (1 ea) c. Lighting Director (1 ea) d. Lighting equipment,
-- 1,000 watt lights on stands (4 ea); and 1,000 watt light bars on the
ceiling grid (6 ea) FYI: Some lights exist in the theater. Preliminary
site survey conducted by the government and revealed that while some
lights do exist in the theater, additional lights are needed. SELECTION
CRITERIA: Award will be made based on price, ability to meet the
Agency's schedule and ability to provide all equipment and personnel to
meet Agency's need. Price is the most important criterion and the other
two criteria are both equal. SUBMISSION OF QUOTES: Firm-fixed price
quotations must be submitted no later that June 18, 1998 and shall
reference this RFQ No. B/PA-98-19. Prospective contractors shall submit
their proposal which addresses the critera noted above to Lesley Isaac,
Contracting Officer, at (202) 205-1921. Prospective contractors must
submit a separate price quote for items number 1 and number 2. The
price quote must be on a separate page from the proposal. Please submit
