Standards and Technology (NIST) has a requirement for a Contractor to
develop data on the chromatography of some compounds that are scheduled
under the Chemical Weapons Convention (CWC). The data sought is: (1)
Retention index (RI) data for a group of scheduled compounds that can
be used as input for models for predicting retention indices for
chemical weapons related compounds for which such data do not exist;
(2) mass spectra for scheduled compounds under a variety of conditions;
and (3) gas chromatograph/mass spectral (GC/MS) data files for use in
evaluating the software that has been developed by NIST. (These files
shall have agents in complex matrices to allow for a full testing of
the deconvolution algorithms in the NIST software.) The data to be
developed is to be used in conjunction with the Organization for the
Prevention of Chemical Weapons (OPCW). ONLY LABORATORIES THAT HAVE
FULFILLED THE CRITERIA TO BE CERTIFIED AS "OPCW DESIGNATED LABORATORY"
WILL BE CONSIDERED FOR THIS WORK IN ORDER TO ENSURE THAT THE RESULTS
OF THE EXPERIMENTAL WORK WILL BE ACCEPTED FOR USE IN VERIFICATION UNDER
THE CWC. The period of performance is anticipated to be for a base year
and one option year. Under the base year of the contract, the
Contractor shall provide NIST with the spectra, retention indices, and
raw data files for 45 chemical weapons related compounds. (A list of
the 45 chemical weapons related compounds may be obtained by calling
301-975-6727.) These data files shall be run under conditions as
specified in the OPCW standard operating procedures for time and
temperature programming of the GC/MS. The solvents shall be those
specified by the OPCW where possible. A set of 45 chemical weapons
related compounds for use in the option year will be determined upon
exercise of the option. A complete statement of work will be issued
with the solicitation package. All responsible sources may submit a
proposal which shall be considered by the Agency. Requests for
