Commission is evaluating Canal expansion to determine the feasibility
of providing increased capacity and capability in the Canal. For this
purpose, consulting services are needed to conduct long-term traffic
demand forecasts; a sensitivity analysis of Canal traffic demand to
changes in transit costs and other key variables to be determined in
the study; a risk analysis on the Canal traffic demand forecasts; and
to develop three (3) computer models: a Canal traffic demand
forecasting model, a sensitivity analysis model, and a risk analysis
model. Contract requirement includes the formation of a joined project
team between the Commission and the contractor to ensure a complete
and efficient tranfer of technology and know-how to the Commission. The
Contractor will be required to deliver an executive summary, a final
report, and the computer models on hard copy and compact discs. All
reports and computer models shall be furnished within 180 calendar days
after receipt of the notice of award; the Commission will provide
comments within the next 30 calendar days; and the Contractor shall
provide final revision of reports and models within 30 calendar days
after receipt of comments from the Commission. Total performance time,
including Commission-comments period, is 240 calendar days after
