On or about 17 June 1998, this office will issue Request for Proposals for the design and construction of Bridge Cranes and Tailrace Gantry Crane Rehabilitation, Garrison Dam, ND. Proposals will be received on or about 29 July 1998. This solicitation is unrestricted and open to both large and small business participation. Site visits are currently scheduled for the following dates at 1:00 p.m.: July 7, 9, 14, and 16. For reservations and meeting location the Contractors interested in inspecting the site of the proposed work need to contact Dale Evenson, Garrison Project, P.O. The work will include the following: (Approx. quantities) The work consists of replacement of the hoist controls with AC flux vector controls on all drives on the two (2) 300 ton bridge cranes and possibly the gantry cane. The bridge drive, trolley No. 1 drive, main hoist No. 1, auxiliary hoist No. 1, trolley No. 2 drive, main hoist No. 2, auxiliary hoist No. 2, and appropriate draft tube gantry crane components on the bridge crane and the draft tube gantry crane are to be replaced. The new drive system includes new motors (with shaft mounted encoders for hoist motors), holding brakes (two for each hoist), master switches, dynamic braking resistors, isolation transformers, and solid state controller. The estimated design and construction cost of this project is between $750,000 and $1,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 1998: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 560 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Plans and Specifications will be provided free of charge. All requests for solicitation packages should be made in writing and no later than 14 days prior to bid opening. After such time, packages will be furnished if supply is available. It has been determined that the number of sets be limited to one (1) per firm.
