combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued unless necessary for
clarification. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). Research vessel to take surface salinity
measurements across the Gulf Stream as validation for salinity
measurements taken remotely from the NASA P-3 Aircraft. It has been
demonstrated that, in principle, sea surface salinity can be measured
from space because of the dependence of emissivity on surface salinity
at low microwave frequencies (.5 to 2 Gz). The measurement has been
taken successfully in the coastal zone where salinity variability is
high (over 10 psu), but the measuring system was not optimized for the
open ocean where the signal is only about 2 psu. Two radiometers will
be used in the P-3; a quadrant engineering real apature scanning low
frequency microwave radiometer (SLMFR) and an electronically sanned
thinned array radiometer (ESTAR). The measurements from the two
radiometers will be compared with each other and with the in situ
measurements from the ship. This cruise will take place approximately
the first two weeks of October, 1998. Cruising range requirements are:
1) ship must be capable of operating at cruising speed (~10 knots) for
up to seven days, and 2) ship must be able to operate over 300 nautical
miles from the coast. A research vessel is required since 1) they are
already equipped with instruments to measure ocean temperature and
salinity and meteorological parameters of relevance to the radiometer
measurement, 2) they already have operation data acquisition system,
and 3) they have the technicians aboard who are familiar with this
equipment. The SIC code and the small business size standard for this
procurement are 7375. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery of information retrieved shall be made within 60 days of
completion of the cruise. Delivery shall be FOB Destination. The DPAS
rating for this procurement is DO-C9. Quotations for the items(s)
described above may be mailed or faxed to the identified point of
contact by the date/time specified and include, solicitation number,
FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of

15,1998. Quotations are due by 6-29-98 to the address specified above.
Selection and award will be made to the lowest priced, technically
acceptable quoter. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
Government's requirement. Quoters must provide copies of the provision
at 52.212-3, Offeror Representation and Certifications -- Commercial
