630-6147 The Federal Bureau of Investigation, Electronic Surveillance
Technology Section (EST-3), Quantico, VA, is seeking information from
industry on digital audio collection systems to support Criminal Law
Enforcement (CLE) investigations. The purpose of this system is to
collect, store, process, and retrieve surveillance audio (telephone and
microphone), as well as to collect and store facsimile and modem data
transmissions pertinent to CLE (TITLE III) case investigations. This
new collection system will replace existing CLE analog telephony
intercept equipment that provide electronic surveillance requirements
throughout the contiguous United States, Alaska, Hawaii, Guam, and
Puerto Rico. REQUIREMENTS: The FBI is seeking information on the
availability of commercial off-the-shelf (COTS) systems that meet or
exceed all current Title III capabilities and provide new and enhanced
capabilities in several areas. Those areas include: wide area
networking (WAN) of collection equipment, digital storage, report
generation, media duplication, redaction, courtroom presentation, and
information processing. Proposed system should consist of Personal
Computers that are fully upgradeable and WAN compatible. It should
utilize a database that will store all Call Content Information (CCI)
and Signal Related Information (SRI) and archive that information to an
integrated storage device (i.e. Jukebox). Additionally, the new system
must be upgradeable to accommodate new technology such as the
Electronic Surveillance Interface that will be provided through the
Communications Assistance For Law Enforcement Act of 1994 (CALEA).

This RFI is for information and planning purposes only and shall not
be construed as an obligation on the part of the Government to acquire
any products or services. The government does not intend to award a
contract on the basis of this RFI and all information and/or materials
shall be made available at no cost to the Government. Respondents of
this RFI may be requested to provide additional information/details
based on their initial submittals. Any subsequent solicitation will be
