On-Site Containers (EONCs): Bechtel National Inc., acting as agent for
the U.S. Army Corps of Engineers on the Chemical Stockpile Disposal
Program (CSDP), intends to competitively solicit a firm, fixed-price
purchase contract for an award of 80 Enhanced On-Site Containers
(EONCs) with options for exercise of 50 EONCs, subject to economic
price adjustment. Deliveries will begin approx. six months after award
at a production rate of between three to six EONCs per month and end
approx. April 2002. These EONCs are essentially build-to-print with
close tolerances. They have been designed as leak-proof,
flame-retardant containers for the safe transportation of chemical
munitions on military installations. The EONCs are double walled
stainless steel containers, approximately 8 feet in diameter and 12
feet in length. The two walls are separated by ceramic fiber blanket
insulation and poured polyurethane foam. The door has a double o-ring
seal. Hydraulic cylinders power the door hinges and locking ringclosure
mechanism. The EONCs weigh approximately 18,500 pounds empty and 27,500
pounds fully loaded. Dimensions and tolerances are per ANSI Y-14.5M.
This procurement is unrestricted with regard to business size. In the
interests of schedule, Bechtel may reserve the right to award two
contracts. Proposers will be required to demonstrate: (a) a minimum of
3 years experience in manufacturing complex containers as described
above to close tolerances and stainless steel welding, (b) adequate
shop capacity (c) financial, engineering, management and manufacturing
capabilities to support performance of projects of this type,
complexity and magnitude on schedule and (d) compliance with a quality
assurance program that meets the U.S. Army Corps of Engineers Quality
Assurance Program Plan (QAPP), Revision 2, dated 8/5/96. QAPP
requirements are similar to ANSI/ASQC-Q9001-1994 with certain
additional requirements specific to the Chemical Stockpile Disposal
Program. ISO 9001 quality assurance programs or equivalent, whichwill
implement the QAPP, may be acceptable. ISO certification is not
required. The Request for Proposal (RFP), which shall be pursuant to
Contracting by Negotiation as described in FAR Part 15, will be issued
approximately 30 June 98. RFP closing will be about 45 days
thereafter. Copies of the RFP and an invitation to a presolicitation
conference will be forwarded to all responsible sources upon receipt of
a written request and a $250 check to cover reproduction costs.
