Contracting Office proposes to acquire on an other than full and open
competitive basis 45 Countermeasure Dispenser Test Sets (CDTS) and CDTS
logistics support requirements for the MH-47E and MH-60K Special
Operations Aircraft (SOA) from TRACOR. TRACOR is the designer,
developer, and sole supplier of the ALE-47 Countermeasures Dispensers,
of which the ALM-288 and CDTS and designed to test. The CDTS must be
compatible with the SOA version of the ALE-47. The contractor shall
manufacture, build, test, and delivery 45 CDTS production units within
12 months after contract award. The CDTS will be manufactured and
subject to testing in accordance with ADS-37, MIL-HDBK-217F Chg Notice
2, MIL-STD-973 Notice 3, MIL-T-28800E, MIL-T-810D, Rokar Document
189010, Rokar Drawing 189000-7001 (Countermeasure Dispenser Test Set),
and Rokar Drawing 189001-77001 (Smart Breech Plate Adapters). Based
upon market research, the Government has concluded that only TRACOR
currently possess off-the-shelf testers which can be adapted to this
Special Operations Aircraft requirement. All responsible sources may
submit a proposal which shall be considered by the Technology
